TITLE
APPROVE AGREEMENT WITH CANNON CORPORATION, INC. TO PROVIDE DESIGN
SERVICES FOR THE MANHATTAN BEACH BOULEVARD RESURFACING - AVIATION BOULEVARD TO INGLEWOOD AVENUE PROJECT, JOB NO. 41190 FOR THE AMOUNT NOT TO EXCEED $142,290 FOR THE TERM JULY 7, 2020 - JUNE 30, 2021
EXECUTIVE SUMMARY
The current Capital Improvement Program (CIP) includes $1,718,681 in available funds for the design and construction of the Manhattan Beach Boulevard Resurfacing - Aviation Boulevard to Inglewood Avenue Project (Project). The Project will provide street improvements, including repaving and restriping design, along Manhattan Beach Boulevard from Aviation Boulevard to Inglewood Avenue, approximately 1 mile in length. In addition, the Project will also include traffic signal modification design at the intersection of Manhattan Beach Boulevard and Dow Avenue, landscaping and irrigation design for the existing raised center medians and frontage road median, and conceptual design alternatives to assess the feasibility of incorporating Class II bike lanes along the entire Project corridor.
Staff previously requested Cannon Corporation, Inc. (Cannon) to submit a design services proposal as part of their existing On-Call Agreement with the City. However, the cost for design services requested for the Project scope exceeded the available On-Call Services agreement limit. As a result, Staff worked with Cannon for several months to negotiate a stand-alone agreement to provide the necessary design services and alternatives for the Project. Therefore, staff is recommending that the City Council award Cannon a professional services contract in the amount not-to-exceed $142,290 to provide design services for the Project.
BACKGROUND
Manhattan Beach Boulevard is one of the primary east-west roadways in north Redondo Beach.
Being classified as a principle arterial roadway, Manhattan Beach Boulevard’s location between two major north-south arterials (Aviation Boulevard and Inglewood Avenue) serves as a major connector roadway to the Redondo Beach Performing Arts Center and commercial centers to the north and residential areas to the south. In its current condition, Manhattan Beach Boulevard provides 2 travel lanes in the eastbound direction, 2-3 travel lanes in the westbound direction, landscaped raised center medians, and protected left-turn pockets along the roadway segment.
The Project involves street improvements, including repaving and restriping, for approximately 1 mile
H.15., File # 20-1098 Meeting Date: 7/7/2020
The Project involves street improvements, including repaving and restriping, for approximately 1 mile of Manhattan Beach Boulevard. Two conceptual design alternatives will be prepared: pavement resurfacing and replacement of existing striping in-kind, and pavement resurfacing with striping design consideration for the addition of Class II bike lanes. Also included will be traffic signal modification design plans for the intersection of Manhattan Beach Boulevard and Dow Avenue and potential median improvements allowing a U-turn pocket between McBain Avenue and Gibson Place.
The addition of this signal modification and median improvements to the Project results from a recent study on traffic improvements in the adjacent neighborhood. In addition, landscaping and irrigation design will also be provided for the existing raised center medians and frontage road median.
Included in the project are ADA curb ramp upgrades, curb and gutter repairs, cross-gutter repairs, and sidewalk repairs, as necessary. The scope of services for the design contract includes professional services through final design and construction support.
Staff requested Cannon to submit a design services proposal as part of their existing On-Call Agreement with the City for the Project and later added scope for the landscaping, alternative striping and bike lane design, signal modification and median improvements. This resulted in a proposal that exceeded the available On-Call Services agreement limit of $100,000. Staff worked with Cannon for several months negotiating appropriate scope and costs for design services and alternatives for the Project. Staff now recommends award of a professional services contract in the amount not-toexceed $142,290 for professional engineering and landscape architecture design services for the Project.

In response to Councilmember Nehrenheim, Public Works Director Semaan stated this is the parking lot that has been constructed as part of the improvements for the landscaping and hardscaping of the Edison Right - of -Way which is completed.
Councilmember Nehrenheim expressed concern with residents parking overnight and cars out between 7: 30 a. m. to 9 a. m. with no parking by any other car. Public Works Director Semaan stated the intention is to flush out any vehicles to be available for anyone else to park and to make sure no one is using the lot for storage or other uses.
Councilmember Nehrenheim also expressed concern with a business owner parking their car all day long in the parking lot and employees also parking in the lot. Public Works Director Semaan stated the lot is open to the public and available to anyone.
Councilmember Nehrenheim suggested time restrictions on the number of hours a person can park such as just 4 hours in addition to the flushing of the parking from 7: 30 a. m. to 9 a. m.
In response to Councilmember Nehrenheim regarding the amount spent, City Engineer Andy Winje stated approximately $850K for the two parcels.
Councilmember Gran noted a lot of push back regarding the proposed parking lot near Inglewood, but this one was overwhelmingly received. He noted the dentist next door also supported the parking lot which will allow his customers to park behind his area along with other customers. He also said the hours chosen are the same as the North Branch Library and are very effective.
Councilmember Emdee stated the hours have worked very well for the library and for the area and pointed out that the area is a right- of-way, not a park.
Councilmember Horvath noted a citywide parking study taking place and suggested a conversation at that time regarding parking along Artesia Boulevard and Aviation Boulevard.
In response to Councilmember Nehrenheim, Public Works Director Semaan stated he will look up the actual funding source.
Councilmember Nehrenheim expressed concern with spending money on the area and suggested monetizing the parking impacts with meters.
Assistant City Manager Witzansky stated issues in and around the Village are being reviewed regarding the parking study but not specifically Artesia Boulevard or Aviation Boulevard. He suggested adopting the proposal tonight and approving the regulations and subsequent changes, with modifications taking place later.
