I am opposed to hiring more police. The community would be better served by creating a department of social workers who are qualified to respond to things like domestic disputes, homeless issues, etc. No more police, especially the OVER hiring of them.

Redondo Beach residents need our help!
Stop the Metro Green Line extension along the existing right of way freight line in Districts 3 and 4. Move it to where it makes more sense along Hawthorne Blvd and works best for all 3 cities impacted.
I went on the LA Metro line walking tour to see the proposed Green Line extension along nearly 480 existing residences in the eastern portions of Redondo Council Districts 3 and 4. The proposed plan is to add another rail line literally a few feet away from the backyard fences of many residents. If built running through part of Redondo Beach residential neighborhoods, the Metro Green line will operate approximately 20 hours a day. During rush hour a train will pass every 7 to 8 minutes directly behind or by existing homes, over 100 of which are senior retirement dwellings! Can you imagine how horrible that would be? Along with other concerned Redondo neighbors, I told the Metro people it makes more sense to build an elevated line along Hawthorne Blvd as that is where the original Red Cars traveled. Many Real Estate professionals have already stated that existing homes on the proposed route could see their values reduced using conservative estimates from $60 to $70 Million dollars for those 480 homes, or an average of $135+ Thousand dollars per homeowner dwelling.
I encourage the Redondo Beach city council to send another letter to LA Metro asking for the change to Hawthorne Blvd as that benefits all 3 cities impacted.

The garden is a great idea, but North Redondo has been asking for this for a while now and the council should have considered one of the NRB parks.

I fully support the idea of having a much-needed and overdue community garden. However, this is yet another failed promise by the council to consider placing the community garden in north Redondo yet again. I also do not support the initiative being contracted by the SBPC as the licensure holder on behalf of the community garden.

Creating Community Gardens will be Redondo Beach’s Best Idea! The response from the public has been extraordinary!
County Supervisor Holly Mitchell’s Office has expressed great enthusiasm and appreciation for this project. They feel, as I do, that this will do much for the Residents’s quality of life, health and well being.

The leadership has already been provided for this community garden that will meet the needs of those who have no open space to develop one. It brings folks together for a basic endeavor-a spiritual -emotional need to connect w/the earth and be creative!
That it is located adjacent to an elementary school that has already shown interest in cultivating classroom gardens, and a public park, makes it a bonus x3! It seems to be a "no-brainer", a win-win.

As a resident of the city of Redondo Beach, I feel that having a community garden would be a huge asset to the city and it’s residents. Many of the residents live in multi-family dwellings and do not have access to a garden.
Having a community garden in our city, would not only help with community building, it would provide community engagement as well as encourage healthy eating. We ask for you help in providing this to our residents! Thank you for your consideration.

I strongly support the creating of a community garden in Redondo Beach. It would be of great value to our residents who live in apartments or condos without access to a yard to grow food in. Please approve this agenda item. Jill Klausen, Redondo Beach resident since 1994.

I support RB Community Gardens. I love the idea of having community members be able to lease a plot of land to garden. I currently live in a condo building in RB and do not have access to a garden in my building. We have many condos, apartments, and townhomes in the city that do not have gardening space. Our schools are supporting the live well movement of having gardens at schools, but then our families do not all have access to continue this learning at home. RB Community Gardens will give that option at a low cost and provide opportunities for families to have fresh fruit and vegetables on their tables at home, as well as engage with other members of the community in a positive way that helps the enviroment.

For those of us living in apartments without access to land for growing, a community garden is a wonderful and welcome opportunity to fortify physical and mental health. This is a chance to enjoy moments of solitude, connecting with our selves and the natural world. This also presents a unique opportunity to connect with our families and neighbors in a unique and heartwarming way. We will learn, teach, share, and build confidence in our growing successes- as well as learn from our growing foibles. Thank you for presenting this space to engage in a simple, rewarding pleasure!

Creating a community garden in Redondo Beach is a wonderful plan that will bring health benefits, beauty, community, to those who participate. Many studies have cited the stress-relieving benefits of connecting with nature and gardening. By creating a community garden, the city will be offering these benefits to the many residents who live in apartments or houses without yards. Coming together to create beauty and watch the wonder of plants growing also builds community -- something most of us long for after these two years of pandemic separation. We have the place and the plan; please make it a reality. Cheryl Tchir Carl Leach

Creating a tree ordinance is a great initiative in being able to preserve and install much-needed greenery for the cooling and reduction of greenhouse gas effects. However, I would highly encourage the city then contract or hire a proper arborist to ensure and evaluate the survey of trees that are currently maintained to insure there aren't trees that are rot-filled, thereby taking preventative measures for down the line added costs for preservation.

Creating an official tree ordinance will protect trees and increase much needed tree canopy. The health benefits of having more trees are well known. In passing a thoughtful tree ordinance Redondo Beach will take a giant step forward for beautiful neighborhoods and for climate health. Tree ordinances provide guidance/boundaries that our city sorely needs. The City has invested significant funding into providing and maintaining trees, such as beautiful magnolia trees, throughout our neighborhoods.
These trees support our ecological and aesthetic interests and merit protection. The Metro lines coming in, AS WELL AS BCHD's MANUEVERS TO TAKE OVER PUBLIC LAND SPECIFICALLY DESIGNATED FOR CITY
SCHOOLS, POLICE, HOSPITAL OR FIRE STATION/COMMUNITY, NOT FOR PRIVATE PROFIT INTEREST sound the warning that WELL-DEFINED ORDINANCES, SUCH AS A TREE ORDINANCE is in order, NOW.

Years ago when I was house hunting, I came across a property in Manhattan Beach which had many old trees bulging from the foundation of the house. The realtor said the trees can not be remove without approval from Manhattan Beach City department. I decided to avoid the red tape and not move there. In the 34 years living in Redondo Beach, I've put many types of trees on my property, some of which have gotten too big. Imaging not being able to remove a tree that I planted in the wrong location? I shouldn't have to ask for permission to correct my own mistakes on my property.

I am a third generation Redondo beach resident. I am also a California state licensed tree service contractor. I helped the city of Manhattan beach put tHeir tree ordinance together over 10 years ago. Years ago, the South Bay was a tiny beach community with tiny homes. This began to change with the advent of the Cold War in the 1960s and 70s. Defense became a huge industry and many engineers were recruited from all over the US, resulting in home price escalation and bigger and more homes began to get built. The 1980s saw the South Bay building boom. Unfortunately, this resulted in old homes being removed to make way for larger homes. Along with the removal of homes were the removal of trees. Contractors in Manhattan beach began removing very old trees. Most tree do not sequester carbon in a big way until they are 20 years old. Removing and replacing does not serve our planet. Preservation is really the key. Thus, the City of Manhattan beach put together their ordinance to preserve existing tree. Looking back on what has happened since, many trees have been saved that would have been destroyed. The city of Manhattan beach currently asks residents to hire their own Arborist due to potential liabilities for the city.
When trees are replaced, it can’t be stressed enough to install native trees. Native trees serve the ecology of the local soil food web. An even more alarming challenge to our planet (more alarming than global climate change)is loss of bio-diversity. Mankind is completely dependent upon the pollination services which pollinators provide. If the honey bee dies, about 75-80% of human food would cease to exist. We must support our pollinator populations and native plants do this better than foreign plants. The reason for this is due to the fact that native plants simply support more caterpillar populations than foreign plants. For example, the popular Chinese tree “Ginkgo Biloba” attracts 4 types or caterpillars, the native Oak tree attracts over 500 types of caterpillars, which act as a food source for pollinators such as baby birds. caterpillars are a high protein, soft food source which baby birds need in their infancy.

Please create a plan to maintain our neighbood tree lined streets. I support this proposal for a tree ordinance. So many trees are chopped down and never replaced. There was an owl living in the tree across the street from us.
My neighbor's palm trees were removed by Edison - they just came one day and chopped them all down. My neigbor hasn't put new trees in. We need to preserve the historic trees and plant new trees in all the empty spots.

We must do all we can to protect and promote Trees in Redondo Beach. Trees are essential to the health of our city and planet. Even more important is the selection of native trees. We need Native trees to protect our native pollinators which use them for food and shelter. For hundreds of years we have introduced non native plants and trees which has attributed to the endangerment and in some cases the extinction of our native pollinators . Here is our chance to move forward with a plan to help our planet . please do not miss this opportunity. Carl Leach Holly Osborne

I just went on the walks this past week, sponsored by Metro, on possible routes for the Green Line. Every time someone mentioned that the Metro line might remove some trees or shrubbery, the Metro representative said something like: "Oh, most cities have a tree ordinance. We would have to replace the shrubbery on a 1 for 1 or 2 for 1 basis, depending on your ordinance." I was standing there listening, and thinking "Redondo does not have a tree ordinance yet; they had better get one fast." Please support the tree ordinance.

I am writing to voice my opposition to the creation of a city tree ordinance for the following reasons:
Regulating trees located in front, rear and side yard setbacks on private property is unnecessary local government overreach into private property rights.
I agree with city staff’s opinion that tree policies already exist and that an ordinance is not necessary. Existing policies can always be reviewed and modified without the creation of a new ordinance.
I am opposed to the creation of a new Urban Forestry Commission. Redondo already has public works, recreation and parks, and planning commissions. A new forestry commission would be redundant and an additional level of unnecessary bureaucracy. I am also opposed to the creation of a new City Arborist position.
The city already has a certified arborist on staff, and certified arborist services are readily available on an asneeded basis through the private sector.
I urge you to not approve the creation of a new city tree ordinance.

Totally agree that this program should be run by a 501(c)(3). The City isn't in the business of staffing and running sailing programs, nor should it be. It might be wise, as mentioned, to consult with L.A. I support the Rec & Parks Commission recommendation to bring the city into compliance with the Coastal Commission agreement, as clearly reflected in the Portofino lease agreement (see below). • Waterfront and Economic Development, as landlord, is responsible for enforcing the lease • Community Services should recuse itself from the process due to conflict of interest Recommended council action: "Relinquish" the Portofino slips. City not in compliance, and not using slips For reference, relevant agreement text:
“b) … Lessee shall reserve two slips within the marina for exclusive use by a non-profit equal opportunity sailing club, deemed acceptable by the Executive Director of the Coastal Commission in consultation with the City of Redondo Beach, that promotes public recreational sailing. … “ ------------------------------------------------------------------------------------------------------------------------------------------------------ --

I like the idea of the skate feature at Perry Park, but the location currently, right in the middle of the main walkway, is unsafe and irresponsible. I hope we can move the features to the walkway on the side of the teen center. That walkway sees far less foot traffic, though it’s not flat so I’m not sure if that might be a problem. Another idea is to put it closer to where the steps are near Grant. It’s still a walkway, but a much larger space compared to where it is now and away from the toddler play equipment.

The idea of building a skate park on Pad 10 is ill-conceived and a horrible waste of what was becoming a vital civic space. The pandemic proved this space to be extremely vibrant and welcome as a public dining area and family gathering spot. Now it will be fenced off for a handful of skateboarders. The area will be closed more than it is open for use. To say this is idiotic is an understatement. The concept was flawed from square one since skateboarding is prohibited on the pier and laws must be changed to accommodate a handful of skateboarders.
This skate park is going to drive pier patrons from the area. The public will not be allowed to enjoy the sunshine Pad 10 offers. There will no longer be musical performances on Pad 10. There will no longer be civic gatherings on Pad 10. There will no longer be yoga classes on Pad 10. The installation of a skate park on Pad 10 will permanently ruin the space with fences and concrete barriers. The installation of a skate park on Pad 10 will permanently inhibit access for the greater public, which I believe is the goal of the current leadership in South Redondo.
