Administrative
Report
H.7., File # 22-3831 Meeting Date: 4/5/2022
To: MAYOR AND CITY COUNCIL
From: JOE HOFFMAN, CHIEF OF POLICE
TITLE

APPROVE AN AMENDMENT TO THE AGREEMENT WITH ALL CITY MANAGEMENT SERVICES, INC. FOR SUPPLEMENTAL CROSSING GUARD SERVICES TO INCREASE THE NUMBER OF AVAILABLE CONTRACT CROSSING GUARDS FROM THREE TO SIX, AT A COST OF $25,000, FOR A NEW TOTAL NOT TO EXCEED AMOUNT OF $82,823, FOR THE EXISTING ONE YEAR TERM OF AUGUST 3, 2021 TO JUNE 30, 2022

EXECUTIVE SUMMARY
Approval of the amendment with All City Management Services will allow for increased supplemental crossing guard services. The agreement has been extremely beneficial in assisting the Police Department with the provision of crossing guards at each of the City and School District approved locations. Funding for the amendment was appropriated by City Council as part of the mid-year budget review.

BACKGROUND
For FY 2021-2022, the City Council approved $57,823 for contract crossing guards through All City Management Services, Inc. These funds were budgeted to supplement the City’s current crossing guard program, which at the time was staffed solely by City employees and was struggling to provide coverage for the City’s twenty-two crossing guard locations. Currently, there are fifteen eligible City of Redondo Beach Crossing Guard employees who can serve these locations daily during the school year. With the recent reopening of in-person instruction at school campuses, the Police Department has experienced a steep rise in the need to fill these posts with other Police Department personnel.

Prior to the All City contract, the supplemental staffing needed to cover the crossing guard sites came from Patrol Officers, Motor Officers, Sergeants, Lieutenants, Municipal Service Officer’s, Police Cadets, and Volunteers in Policing (VIP’s). Allocating these resources to the crossing guard function detracts from other critical policing and quality of life enforcement efforts.

Approval of the amendment to the existing agreement with All City Management Services, Inc. will allow for an increase in the number of contract crossing guards used at the City’s 22 locations, from three to six, for four hours a day, at a rate of $26.77 per hour. The rate of $26.77 per hour was established using the current City of Redondo Beach Crossing Guard employee wage of $15.00 an hour, plus the cost of overhead (payroll tax, workers compensation leave, scheduling, liability insurance, etc.). The Crossing Guard Supervisor and Traffic Sergeant will assess the number of daily vacancies and assign All City Management Services, Inc. crossing guards as needed.
