TITLE
APPROVE A SECOND AMENDMENT TO THE AGREEMENT WITH FLYING LION, INC.
INCREASING THE NOT TO EXCEED AMOUNT FROM $105,080 TO $210,160, FOR THE PROVISION OF DRONE SERVICES THROUGH THE TERM FEBRUARY 11, 2023
EXECUTIVE SUMMARY
The Police Department recommends the continued use of existing Unmanned Aerial Support (UAS) services. Additionally, an agreement with the City of Hermosa Beach has been approved to support the operation, funding and staffing needs of the UAS program. The existing agreement with Flying Lion set the total not to exceed amount of the contract at $105,080 for a single year. Approval of the second amendment will increase the amount to $210,160 ($105,080 annually) to cover the period through February 11, 2023.
BACKGROUND
The Redondo Beach Police Department began using UAS’s for law enforcement purposes in April of 2017. In April 2019, another agreement with Flying Lion Inc. was approved by the City Council. The agreement was for two years and began expanding into new areas of service including the Drone First Responder Program where drones respond to calls for service increasing safety and reducing response times.
In March, 2021 a first amendment to the agreement was approved by City Council extending the term of the agreement through February 2022, with a not to exceed amount of $105,080. A clause in the term of the first amendment provides for automatic renewal for one additional twelve-month period, unless terminated prior. The total not to exceed amount in the approved first amendment only accounted for a single year and did not include the additional twelve-month term as provided for in the automatic renewal clause.
Flying Lion, Inc. has been an effective partner for the Police Department in enhancing the safety of our employees, reducing the risk of injury to employees, and enhancing the Police Department's ability to monitor large scale special events. Approval of this second amendment will increase the total not to exceed amount by an additional $105,080 to a new total not to exceed amount of $210,160 covering the cost of the term through February 11, 2023. The current menu style of service options will continue and the use of Police Department trained employees or volunteers along with funding and staffing from the City of Hermosa Beach will continue to provide UAS services for nearly forty hours per week during the remainder of the term.
