Report
H.13., File # 22-3708 Meeting Date: 4/5/2022
To: MAYOR AND CITY COUNCIL
From: TED SEMAAN, PUBLIC WORKS DIRECTOR
TITLE
APPROVE A ONE-YEAR AGREEMENT WITH PACIFICA ELECTRICAL CONTRACTORS INC. TO

INSTALL STREET LIGHT POLES AND FIXTURES IN THE PIER/HARBOR AREA FOR A COST TO THE HARBOR TIDELANDS FUND NOT TO EXCEED $100,000

EXECUTIVE SUMMARY
Approval of this agreement would allow for the removal of old and the installation of new street light poles and fixtures in the Pier/Harbor area. The replacement poles and fixtures have been purchased by the City and would be installed by Pacifica Electrical Contractors for a cost to the Harbor Tidelands Fund not to exceed $100,000.

BACKGROUND
The City Council-approved funding for the replacement of 148 light poles and decorative fixtures in the Pier/Harbor area as part of the FY 2021-22 Capital Improvement Program. The poles and fixtures have been purchased and received. Staff initially intended to install the replacement materials using Public Works personnel. However, due to limited staffing and general workload it is no longer practical to install the poles and fixtures with in-house personnel. In order to expedite this much needed maintenance effort, staff solicited proposals to contract out the work. The proposals received were as follows:

Pacifica Electrical Contractors $107.39 per hour Foreman $98.68 per hour Electrician
$77.70 per hour Apprentice
$35.00 per hour Helper
Morrow Meadows Inc. $149.48 per hour Foreman
$124.35 per hour Electrician
Staff feels the proposal submitted by Pacifica Electrical Contractors presents the most desirable combination of qualifications, experience and price. The company has extensive experience performing this type of work. Pacific Electrical will provide all needed labor and equipment on an hourly basis for a total cost not to exceed $100,000.

As the light pole installation is considered a maintenance activity rather than public works construction, formal competitive bidding is not required by the Municipal Code.
