Hi Brandy,
I apologize for not circling back sooner, but staff we're discussing how to proceed with all the various waiver extension requests, new legislation, and executive orders. In light of Assembly Bill 61, which provides businesses with pandemic relief by requiring local jurisdictions to reduce the number of required parking spaces to accommodate an expanded outdoor dining program, the Commission is extending the City's existing waiver through December 31, 2023. Please note that extension of the City's waiver is limited to existing temporary outdoor dining programs and subject to the same conditions in the previously approved waiver. The City's proposal for new permanent outdoor dining should be submitted to the Coastal Commission's District office for review pursuant to the Coastal Development Permit process.

I'm happy to chat if you have any questions, though given our hearing is this week, it might be better to communicate via email at the moment.

Thanks,
Daniel

Daniel,
We had sent over the attached request back in December 2021, but hadn’t heard back. The emergency order referenced in this request was through the March 31, 2022 order deadline at the time. The City had requested consideration for a permanent dining deck program after the emergency expires on March 31, 2022 (at this time, it appears that the only orders extended to June 30, 2022 are for purposes of judicial processing, health care, and welfare, per Executive Order N-04- 22), yet we have not heard from the California Coastal Commission on the proposal.

As was noted in the December 2021 request (attached), the permanent dining deck program would only utilize a small portion of spaces that were approved during the emergency order. As well, the City has proposed ways to address the utilization of parking spaces for dining deck areas. Similar to the emergency order use of the area, the proposed permanent program would not impact the vehicular or pedestrian travel ways. Since March 31st is quickly approaching, I wanted to reach out to see if there is consideration at the Coastal Commission for allowing what was proposed (see attached request). We want to make sure that businesses are prepared for any changes that may need to occur to their current outdoor dining parklets.

I have copied our Public Works Director Ted Semaan and our City Manager Mike Witzansky. In your correspondence back, please make sure to copy them as well, since I will be out of town next week and want to make sure we can address any direction we receive from your team.

Thank you,
Brandy Forbes

Thanks Brandy - I've reached out to our District staff to provide direction on issuing extensions to existing waivers, so I'll try and circle back soon. Apologies for any delays...

Daniel,
With the extension of the Governor’s executive orderN-21-21 extending the emergency order related to COVID-19, please accept the attached official request for a waiver extension to address the emergency orders. Additionally, per discussions with Coastal Commission staff earlier this fall, Redondo Beach has presented a preliminary proposal for a permanent dining deck program in this letter.

Please let me know if you have any questions.

Sincerely,
Brandy Forbes
