Good morning Ms. Forbes -
My apology in the delay responding to your email. It was directed to my office since you mentioned redistricting. However, we were out of the office on official travel when it arrived.

I looked at the census data you identified in your original question. It appears that in the Census data there is a non-institutional group quarters facility reported in the block in question that has a population of 1,547 people. This is very close to the 1,554 person difference that you have indicated raised your concerns. Based on your message, it appears that you do not agree that this non-institutional facility lies within this census block. The best recommendation I can provide is that you submit an appeal through the Count Question Resolution program. That is the official appeals process for the 2020 Census and is used when it is believed a processing issue, like improperly geocoding an address, has caused an error in the reported data.

The purpose of the 2020 Census CQR is to provide a mechanism for governmental units to request a review of their official 2020 Census results and to help ensure that housing and population counts are correctly allocated to 2020 census tabulation blocks in the 50 states, District of Columbia, and Puerto Rico.

The current schedule is as follows:
· Fall 2021: Federal Register notice announces the beginning of a 30-day comment period for the public.
· December 2021: The Census Bureau plans to officially notify tribal, state and local government officials eligible to file CQR cases.
· January 3, 2022: The Census Bureau begins accepting CQR cases for processing from eligible tribal, state and local governments.
· June 30, 2023: Deadline for governments to send CQR cases to the Census Bureau. · September 30, 2023: Deadline for the Census Bureau to provide results to impacted governmental units.

Note: These dates are subject to change.

For more information on previous CQR programs, please visit2020 Census Count Question Resolution Operation (CQR) or www.census.gov.

I've CC'd the Count Question Resolution (CQR) Email Inbox - <[email protected]>. As a reminder, the CQR Telephone Assistance line will go live in December 2021. In the meantime, please feel free to reach out to the CQR Team via email if you have additional questions about the CQR Program.

I do hope this is helpful and apologize again for the delay in responding.

Best Regards
James

Subject: Concern with Census Redistricting Data
US Census Quality Program Staff,
The City of Redondo Beach is evaluating the 2020 Census data to consider redistricting needs on a local level. We understand the need to protect the confidentiality of information. However, in evaluating the various resources the Census Bureau has made available about adding statistical noise, there is one outlier in Redondo Beach. We have a census block that in 2010 had a population of 162 with 62 housing units. In 2020, that block shows 1,716 population with 63 housing units. This is a built out single family area, so adding 1,554 people with only one additional housing unit is a major skewing of the data.

Below are comparison maps to demonstrate the issue:

The City of Redondo Beach would like to know if there is an established process to have the Census Bureau consider a correction. This is a major deviation from what level of “noise” should be expected in the mathematical algorithm. Basically, this is saying there are 27 people per housing unit in this block 2020, where in 2010 there were 2.61 people per housing unit in this block.

Please let us know what can be done to address this discrepancy.

Sincerely,
Brandy Forbes
