One CM appoints one person and one alternate; + 2 picks for Mayor; If a person drops, the alternate graduates and a new alternate appointed Elimination of person who had two or more in a row for unexcused absence shall be removed by the then council member and be replaced.
Majority rule
Removal or replacement only on 4/5ths vote;
Elected holding the office who appointed the removed, resigned or absent committee member gets to appoint replacement;
