TITLE
APPROVE A GENERAL SERVICES AGREEMENT WITH THE COUNTY OF LOS ANGELES FOR THE PERIOD OF JULY 1, 2022 THROUGH JUNE 30, 2027; AND
ADOPT BY TITLE ONLY, RESOLUTION NO. CC-2204-018, A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, APPROVING A RENEWAL OF THE
GENERAL SERVICES AGREEMENT WITH THE COUNTY OF LOS ANGELES FOR FISCAL YEARS 2022-2027.
EXECUTIVE SUMMARY
The City's current General Services Agreement (GSA) with the County of Los Angeles provides the County the authority to administer services to the City on an as-needed basis, as requested by the City. The current five-year GSA is set to expire on June 30, 2022. The attached agreement is substantially the same as the agreements executed in 1992, 1997, 2002, 2007, 2012 and 2017. The County requests the City approve the contract by resolution. It is rare that the City utilizes the GSA, but it’s potentially helpful in the event of unforeseen emergencies.
BACKGROUND
The GSA is general in nature and provides authority for the County to provide services as requested by the City. The GSA specifies the City's method of requesting and paying for services. It also provides for an annual service fee rate adjustment. The GSA primarily provides for miscellaneous services which the City may request from the County on an "as needed" or emergency basis. They include such functions as personnel, engineering, animal control, and a variety of public works activities. Ongoing and specific services, such as law enforcement, public health code enforcement, and animal care and control are handled separately by the responsible County and City department under Specific Service Agreements which are not affected by the GSA unless the GSA is specifically referenced in those agreements.
The benefit of the GSA is that the City may request and utilize County services from time to time without having to execute a formal agreement for temporary or one-time services, thereby providing more timely access to the desired services.
COORDINATION
Both the agreement and the resolution have been approved as to form by the City Attorney's Office.

FISCAL IMPACT
Funding for services provided by the County under the GSA would be provided by annual departmental operating budgets or from individual project or emergency accounts.
