Report
H.11., File # 22-3976 Meeting Date: 4/19/2022
To: MAYOR AND CITY COUNCIL
From: LUKE SMUDE, ASSISTANT TO THE CITY MANAGER
TITLE
ADOPT BY 4/5THS VOTE AND BY TITLE ONLY RESOLUTION NO. CC-2204-019, A RESOLUTION

OF THE CITY COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA AUTHORIZING A 2021-2022 FISCAL YEAR BUDGET MODIFICATION APPROPRIATING $1,350 FROM AVAILABLE

UNALLOCATED GENERAL FUND BALANCE TO STAGE AND SECURE A PARADE CELEBRATING SUCCESSFUL LOCAL AMERICAN YOUTH SOCCER ORGANIZATION (AYSO) GIRLS’ TEAMS.

EXECUTIVE SUMMARY
On April 5th, the City Council requested a budget modification resolution be prepared to appropriate funds to stage a parade celebrating local AYSO girls’ teams that recently secured Western States Championships in both the 10U and 12U divisions. Approval of the attached resolution would provide $1,350 from available and unallocated General Fund balance to support staff costs to host and secure a parade on May 3rd beginning at Beryl Heights Elementary School and terminating in the Redondo Beach Civic Center Loop.

BACKGROUND
On March 15th, a referral was made by Councilmember Lowenstein to evaluate and provide a report on the impacts of hosting a parade to celebrate local high school and youth sports teams that recently captured prestigious soccer championships. On April 5th the Council was provided a staff report that identified multiple options for the event. After considering the report, the City Council directed staff to prepare a budget modification resolution to provide funds needed to host and secure a parade of limited length to be held on May 3rd from Beryl Heights Elementary School to City Hall.

To determine parade costs and begin logistical preparations, Police Captain Jon Naylor, identified a parade route that begins on the west side of Beryl Heights Elementary School, proceeds south on Lucia Avenue, and continues west on Diamond Street, terminating at the Civic Center Loop outside of the City Council Chambers (see the attached map). The route was designed to maximize the safety and security of the parade participants while minimizing the traffic impact to residents and local businesses. The event will be timed to feed into the start of the City Council Meeting scheduled that evening, where the participating athletes will receive proclamations from the Mayor and Council for their remarkable achievement.

Given the timing and limited length of the parade route, the event will require the appropriation of only $1,350 in funding. The funding will provide for five Police Officers who will be responsible for traffic control and securing the route for the parade vehicle(s) for a total of two hours, on an overtime basis,

FISCAL IMPACT
The event will cost $1,350 and is to be funded from available and unallocated General Fund Balance.
