To: MAYOR AND CITY COUNCIL
From: KEITH KAUFFMAN, FIRE CHIEF
TITLE
APPROVE THE SOLE SOURCE PURCHASE OF THREE (3) AUTO PULSE RESUSCITATION

SYSTEMS FROM ZOLL MEDICAL CORPORATION UTILIZING NATIONAL PURCHASING PARTNERS COOPERATIVE PRICING FOR AN AMOUNT NOT TO EXCEED $70,000 TO BE

REIMBURSED THROUGH COUNTY OF LOS ANGELES MEASURE B GRANT FUNDS

EXECUTIVE SUMMARY
Auto Pulse mechanical CPR devices have significantly improved the survival rate of victims of sudden cardiac arrest. Approval of the recommended action will allow the Fire Department to purchase three (3) additional Auto Pulse Resuscitation Systems and associated accessory equipment using Measure B grant funds. The Auto Pulse Resuscitation Systems will provide critical care in the form of uninterrupted, circumferential chest compressions for patients who experience sudden cardiac arrest.

BACKGROUND
Since introducing the Auto Pulse Resuscitation Systems in November 2020, the Fire Department has seen a dramatic increase in the number of patients surviving cardiac arrest. From 2017-2020, prior to the implementation of the Auto Pulse devices, the Fire Department averaged a 36% rate of ROSC (Return of Spontaneous Circulation) for patients suffering from sudden cardiac arrest. In nonmedical terms, the Fire Department was able to restore a pulse to 36% of patients in cardiac arrest using conventional CPR. Since the introduction of Auto Pulse devices, through today, the Department’s rate of ROSC has increased to 67%, almost doubling the rate of survival. This translates into ten additional lives saved over the two-year period because of the Auto Pulse devices.

The Fire Department currently deploys five Auto Pulse devices on Fire Engines and Paramedic Rescues. Three additional units reimbursed through Measure B funds would put Auto Pulses on the Ladder Truck, Harbor Patrol Boat, and Harbor Patrol Squad vehicle. If the recommended action is approved, all advanced life support Fire Department units would carry an Auto Pulse device.

The Auto Pulse devices will be purchased from Zoll Medical Corporation utilizing the cooperative purchasing agreement from NPP.Gov. The National Purchasing Partners Government Division NPPGov) uses a Lead Public Agency to solicit and award contracts through a competitive, public Request for proposal process. “Piggybacking” language is inserted into the RFP and resulting contract, allowing members to access these contracts for public procurement purchases. Zoll Medical Corporation was one of the national vendors that bid and was awarded a contract for the Auto Pulse devices set forth by the NPPGov’s lead agency, the Public Procurement Authority. As a
