APPROVE THE SECOND AMENDMENT TO THE AGREEMENT WITH KEYSER MARSTON ASSOCIATES, INC. FOR CONSULTANT SERVICES FOR ADMINISTRATION OF THE CITY’S
AFFORDABLE HOUSING PROGRAM TO EXTEND THE TERM FOR TWO YEARS TO OCTOBER 31, 2024, INCREASE THE CONTRACT NOT TO EXCEED AMOUNT BY $100,000, AND UPDATE
THE SERVICE RATES
EXECUTIVE SUMMARY
On January 5, 2021, the City Council approved a contract with Keyser Marston Associates, Inc. for consulting services to assist with the administration of the City’s Affordable Housing Program.
Keyser Marston (through their assigned consultant Kathe Head) has been a tremendous help to the City in monitoring various affordable housing agreements. This was especially true during FY 2021- 2022 where the City experienced a significant increase in activity within the Program. During the FY 2021-22 midyear budget review the City Council approved a decision package appropriating $100,000 from the Housing Authority’s Low- and Moderate-Income Fund to support the cost of the increased affordable housing monitoring. Approval of the recommended actions will amend the existing agreement with Keyser Marston to continue these critical support services.
BACKGROUND
The Housing Authority retains outside consultant services to help administer the City’s Affordable Housing Program. On January 5, 2021, the City Council approved a contract with Keyser Marston Associates, Inc. for these services. Over the last two fiscal years, there has been an increase in activity within the program that has required an increase in consultant services. On July 20, 2021, the Agreement was first amended to increase the compensation from $50,000 to $100,000.
However, the current $100,000 compensation limit on the contract is not sufficient to cover the cost of the increased usage of consulting services. Staff is recommending a $100,000 increase to the Keyser Marston Associates, Inc agreement and a two-year extension through October 31, 2024. The contract amount is not to exceed $200,000.
It should be noted that there are sufficient funds in the Housing Authority’s Low- and ModerateIncome Housing fund to fully cover all administrative expenses and that City General Funds will not be used to cover the cost of this contract.
COORDINATION
This second amendment to the agreement with Keyser Marston Associates, Inc. was prepared by
