R GRANT FUNDS TO THE AVIATION BOULEVARD AT ARTESIA BOULEVARD INTERSECTION IMPROVEMENTS PROJECT, JOB NO. 40780

EXECUTIVE SUMMARY
The City of Redondo Beach has received $8.482 million from Los Angeles County Metropolitan Transportation Authority (“LACMTA”) in Measure R Highway Program funds for three active regional street improvement projects endorsed by the Infrastructure Working Group of the South Bay Cities Council of Governments (SBCCOG). The projects include: 1) PCH Arterial Improvements from Anita St. to Palos Verdes Blvd., 2) Aviation Blvd. at Artesia Blvd. Intersection Improvements (Right Turn Lane), and 3) Southbound Inglewood Ave at Manhattan Beach Blvd. Right Turn Lane Improvements.

The scope of the projects includes design, right-of-way acquisition and construction.

For project 2) Aviation Blvd. at Artesia Blvd. Intersection Improvements (Right Turn Lane), the City initially received $847,000 for design, right-of-way acquisition, and construction of this right turn lane project. The project is currently in the right of way acquisition phase. The final design requires acquisition of a strip of land from the neighboring property which is undergoing an eminent domain process. A bench trial to determine the City’s right to take and a determination for prejudgment possession is scheduled for June 21, 2022. If awarded, the City will be able to take immediate possession and proceed with the bidding process for the construction of the project. A separate trial to determine compensation amount, is currently scheduled for March 13, 2023.

On July 14, 2021, LACMTA Board of Directors approved an additional $1,060,000 towards this project 2) Aviation Blvd. at Artesia Blvd. Intersection Improvements (Right Turn Lane). This additional funding also requires amending the funding agreement with LACMTA and a City Budget Modification

funding also requires amending the funding agreement with LACMTA and a City Budget Modification Resolution appropriating the funds.

On March 14, 2022, City received Amendment No. 6 from LACMTA allocating the additional $1,060,000 and extending the lapsing date of funds to June 30, 2024. Proposed Amendment No. 6 will increase the funds for this project to a new total of $1,907,000.

Each of the project funding agreements had an initial term of five years, after which extensions are granted on a year to year basis to allow for closer tracking of project progress by LACMTA and SBCCOG. The three projects are in various stages of development.

On January 11, 2022, the City Council approved 1-year extension of the lapsing dates of funds for two of these projects - 1) PCH Arterial Improvements from Anita St. to Palos Verdes Blvd. and 3) Southbound Inglewood Ave at Manhattan Beach Blvd. Right Turn Lane Improvements.

Proposed Amendment No.6 will also extend the lapsing date of both the initially received funds of $847,000 and the newly approved funds of $1,060,000 for the Aviation Blvd. at Artesia Blvd.

Intersection Improvements (Right Turn Lane) Project by 3 years to expire simultaneously on June 30, 2024.

The projects and their LACMTA funding commitment include:

PCH Arterial Improvements from Anita to PV $1,400,000
PCH/Torrance Right Turn Lane Improvements $ 935,000
PCH/PV Right Turn Lane Improvements $ 389,000
Aviation/Artesia Right Turn Lane Improvements $1,907,000 Inglewood/MBB Right Turn Lane Improvements $5,175,000

The construction phases of the Westbound Palos Verdes Boulevard at PCH Right Turn Lane Improvements Project and Northbound PCH at Torrance Boulevard Right Turn Lane Improvements Project were completed on April 18, 2018 and May 19, 2020, respectively.

Over the years the original funding agreements have been amended, some requiring multiple amendments due to the extended timeline required to implement the project and/or for additional funding to complete the project. The original LOAs and previous amendments can be found at the following links: City of Redondo Beach - File #: 19-0553 (legistar.com) <https://redondo.legistar.com/LegislationDetail.aspx?ID=4293124&GUID=4A193DA3-1BA0-4ABBAD9E-CABB9EDD3B18> and -City of Redondo Beach File#: 21-2047 (legistar.com) <https://redondo.legistar.com/LegislationDetail.aspx?ID=4797326&GUID=244A3B74-7C44-448D-BEAD601548652E92&Options=&Search=>. It is likely that additional extensions may be required for some of these projects, due especially to delays in the ROW acquisition phase and/or construction phase due

to long utility relocation and/or material procurement activities.

Intersection Improvements (right turn lane) project has been coordinated with the SBCCOG and LACMTA. The City Attorney’s Office approved the amendment and the Council resolution as to form.

FISCAL IMPACT
The total allocation of funds to the City of Redondo Beach for the three remaining/active South Bay Measure R Highway Program projects is $8,482,000. The funding does not require a local match, but funds are paid to the City on a cost-reimbursement basis. Neither the original Agreements nor these Amendments have any impact on the City’s General Fund.
