TITLE
ADOPT BY TITLE ONLY RESOLUTION NO. CC-2207-047, A RESOLUTION OF THE CITY

COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, AWARDING A CONTRACT TO

SULLY-MILLER CONTRACTING COMPANY, A DELAWARE CORPORATION, IN THE AMOUNT OF $4,611,206, FOR THE RESIDENTIAL STREET REHABILITATION PROJECT, CYCLE 2 PHASE 3, JOB NO. 40190

EXECUTIVE SUMMARY
The Residential Street Rehabilitation Project, Job No. 40190 is a multi-year capital improvement program, with a funding allocation included in the City’s current capital budget. The next phase of this program, designated Cycle 2, Phase 3 (“Project”), is intended to resurface residential streets approved by City Council on September 15, 2020, along with the segment of Garnet Street (Job No. 41320) approved as part of the adopted capital budget for FY 2021-22. In order to reduce mobilization costs and gain economies of scale for similar work, certain other street improvement projects were included in this year’s proposed solicitation package. These include, the repairs to the damage at the intersection of Prospect Avenue and Del Amo, and several “deferred maintenance” streets selected by City Council on December 14, 2021 (see attached map) and funded in Job No. 41290, Residential Street Reconstruction - Deferred Maintenance.

On April 5, 2022, the City Council approved the project plans and specifications and authorized the City Clerk to advertise the project for competitive bids. On May 19, 2022, six (6) bids were received and publicly opened in the City Clerk’s office. After reviewing the bids, Sully-Miller Contracting Company (Sully-Miller) with a bid amount of $4,611,206 was found to be the lowest responsible bidder. Construction is expected to begin in August 2022 and take one hundred (100) working days to complete.

BACKGROUND
The Residential Street Rehabilitation Project is an on-going Capital Improvement Program that resurfaces and repairs residential streets. The project increases the life of the existing pavement and improves the ride of the streets. The project includes grind and overlay of existing asphalt pavement, limited sections of asphalt removal and replacement, necessary repairs to concrete curb and gutter, installation of ADA compliant curb ramps as required, and replacement of impacted striping and pavement markings. This project supports the City’s Strategic Plan goal to invest in the City’s infrastructure.

· Rehabilitation of several deferred maintenance streets selected by Council for the Residential Street Reconstruction - Deferred Maintenance Project, Job No. 41290 (see attached map); · Installation of bike lanes and high visibility crosswalks on Beryl Street between PCH and Prospect Ave along with high visibility striping elsewhere throughout the project area, funded through the Traffic Calming Improvements - Citywide Project, Job No. 40470; and, · Repairs to pavement damage at the intersection of Prospect Avenue and Del Amo, which the City is working to have reimbursed by the party that damaged the intersection.

On April 5, 2022, the City Council approved the Residential Street Rehabilitation Cycle 2 Phase 3 project plans and specifications and authorized the City Clerk to advertise the project for competitive bids.

On May 19, 2022, six (6) bids were received and publicly opened in the City Clerk’s Office. After reviewing the bids, Sully-Miller with a bid amount of $4,611,206 was found to be the lowest responsible bidder.
