TITLE

APPROVE AN AGREEMENT WITH RALPH ANDERSEN & ASSOCIATES TO CONDUCT A

TARGETED CLASSIFICATION AND COMPENSATION STUDY FOR A TOTAL COST NOT TO EXCEED $40,000 FOR THE TERM JULY 5, 2022 TO DECEMBER 21, 2022

EXECUTIVE SUMMARY
In February, during the midyear budget review, the City Council approved a Decision Package of $40,000 to fund a City-wide targeted classification and compensation study for approximately twentyfive benchmark positions. The purpose of the study is to determine where City salaries fall within the municipal marketplace.

In May, staff released a Request for Proposals (RFP) and received two complete responses. Staff reviewed the proposals, interviewed representatives from each of the firms, and determined that Ralph Andersen & Associates offered the best combination of price, skill and experience. As a result, it is recommended that the City Council approve an agreement with Ralph Andersen & Associates to conduct the targeted classification and compensation study for a total cost not to exceed $40,000.

BACKGROUND
Public sector organizations conduct classification and compensation surveys in response to labor laws, to maintain compliance with the Fair Labor Standards Act (FLSA), as a tool for labor negotiations, and to stay competitive in the labor market. The City of Redondo Beach has not conducted a comprehensive classification and compensation survey in many years, and over time, many positions have changed in scope, duties and service to the community. In addition, the City has recently encountered difficulty attracting and retaining quality staff and often must recruit at the top of the salary range to draw interest.

The purpose of the proposed study is to survey approximately 25 positions and compare the classification and compensation to corresponding positions in other benchmark cities. From there, appropriate salary classification can be extrapolated to other City positions depending upon the City’s general position in the labor market.

To begin the effort, staff released an RFP and received two complete responses. Staff interviewed the two responding firms and determined that Ralph Andersen & Associates submitted the most qualified and lowest cost proposal. The firm has served local governments for over 45 years and has assigned a consultant with 30 plus years of municipal classification and compensation experience. If
