From: CAMERON HARDING, COMMUNITY SERVICES DIRECTOR
TITLE
ADOPT BY 4/5THS VOTE AND BY TITLE ONLY RESOLUTION NO. CC-2207-050, A RESOLUTION

OF THE CITY COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, AUTHORIZING TO

CARRY OVER THE UNEXPENDED BALANCE OF THE COMMUNITY DEVELOPMENT BLOCK GRANT CARES ACT FUNDING FROM FISCAL YEAR 2020-2021 TO FISCAL YEAR 2021-2022

EXECUTIVE SUMMARY
The City was the recipient of restricted CARES Act funding in March, 2020 as a result of the COVID19 pandemic. These funds were allocated to support the Pallet Shelter program; certain economic development activities; and administrative costs associated with program management. At the conclusion of Fiscal Year 2020-2021, $492,719.04 of the restricted funds remained unspent and were not carried over into Fiscal Year 2021-2022. Attached is a Resolution authorizing the carryover of the restricted CARES Act fund balance so that expenses associated with the identified programs can be charged to the Fiscal Year 2021-22 operating budget.

BACKGROUND
The CARES Act was approved and enacted in March 2020 as a result of the spread of COVID-19.

The federal Department of Housing and Urban Development recognized the impacts of the pandemic and provided the City with additional restricted funds to be used for activities carried out to prevent, prepare for, and respond to the coronavirus pandemic. The City allocated the funds to:
· Services to support the Pallet Shelters, which provide temporary housing for homeless individuals;
· Economic development activities; and
· Administrative costs associated with management of the programs and services.

At the conclusion of Fiscal Year 2020-2021, $492,719.04 of this funding was unspent and was not carried over into Fiscal Year 2021-2022. The proposed Resolution authorizes the carryover and allows for expenditure of the funds in the 2021-22 Fiscal Year.

COORDINATION
Community Services coordinated the preparation of the Resolution with the City Attorney’s Office.

FISCAL IMPACT
The Resolution would authorize the carryover of $492,719.04 of CARES Act funding to allow for Fiscal Year 2021-2022 expenditures.
