SYSTEMS FOR COUNCIL CHAMBER AUDIO SPEAKER SYSTEM UPGRADES FOR AN AMOUNT NOT TO EXCEED $50,000 FOR THE TERM JULY 19, 2022 - JULY 18, 2023 USING CITY PEG FUNDS
EXECUTIVE SUMMARY
Integrated Media Services (IMS) provides maintenance and support services for the City Council Chambers (Chamber) and Main Library’s recently upgraded broadcast and audio-visual (AV) infrastructures and related peripheral equipment. IMS performed the design work and implementation for the new infrastructure and engineered the complex networking and AV signal path for both system locations.
The physical speakers in the Chamber were not upgraded as part of the recent renovation project due to funding limitations. Given the availability of additional Public, Education and Government (PEG) funds and in anticipation of future alternative programming for the Chamber, staff is recommending an upgrade to the physical speakers (including speaker cannisters) and the addition of a sub-woofer system for an enhanced audio experience. The audio speaker upgrades/enhancements will require significant AV signal processing re-programming as well as a potentially complex physical installation in the ceiling of the Chamber.
BACKGROUND
The recent City Council AV infrastructure upgrades did not include the speaker system as the speakers remained functional and the budget was limited. As additional PEG funds have become available, staff have identified that the chamber space could be used for alternative programming which would benefit from an enhanced audio experience, especially when combined with the new high-resolution video screen. It is recommended to not only replace the physical speakers, but to also replace the speaker canisters in order to affect a true, recognizable audio upgrade. The addition of a subwoofer system completes the audio experience through low frequency enhancement.
Significant reprogramming of the audio processing equipment is required to support the new speaker system. IMS is best positioned to complete the speaker replacement and reprogramming required to successfully execute the upgrade given their knowledge of the AV system and familiarity with the Chamber. New audio amplifiers are not necessary as the existing units can be repurposed and reprogrammed to support the new speaker system.

COORDINATION
The IMS agreement for the audio speaker system upgrades was coordinated between IMS, IT staff and the City Manager. The agreement was approved as to form by the City Attorney’s Office.
FISCAL IMPACT
The cost of $50,000 for the audio speaker system upgrades will be paid from the Public, Education and Government (PEG) fees accrued balance. PEG funds are restricted to public access broadcasting, educational media, government television and related capital facility expenses.
