The following advertisement from a public agency (BCHD) is inappropriate. https://redondo.legistar.com/View.ashx?M=F&ID=11059602&GUID=8A44DDCB-306B-4A9F-91AC51A149563E3B BCHD has a pending permit application at the City of Redondo Beach. BCHD is using the Chair of the Redondo Beach Planning Advisory Committee as a $300,000 consultant. The employment of Biro is inappropriate and unethical and if BCHD will not self-censor, the City should have done it for them. Now BCHD is advertising taxpayer transfers from BCHD to other agencies for the express purpose of pressuring the City.

Otherwise, why would BCHD including such an advertisement. This also begs the issue of why the City allowed BCHD to place a multipage advocacy piece in the City's annual programs catalog. That too was unethical and inappropriate.

Good evening councilmembers. Last week, councilmembers Lowenstein and Nehrenheim spent a lot of time actively campaigning from the dais against the Recall of Obagi by District 4 residents. The merits of the recall were not an agendized topic, so the public had no notice or opportunity for rebuttal. I believe their actions were a violation of the Brown Act.

Instead of receiving and filing the certified recall petition, these councilmembers once again ignored the voices of the thousands of District 4 residents who signed the recall petition, and they campaigned from the dais against those residents’ voices. Then they strategized to avoid having residents vote on the recall during the November 8 election, contrary to state election law.

Why such an effort to support a councilman who lies to his own constituents, and is under investigation by the State Bar for many ethical violations.

Obagi recently claimed in his newsletter to residents that a State Bar judge “ruled out intentional misappropriation.” That is an untrue statement. Intentional misappropriation is still one of the charges that Obagi will face at the State Bar. None of the charges have been dropped. He faces seven counts of ethical and professional violations, and additional charges are pending. He further stated he doesn’t know why the State Bar prosecutors haven’t brought the case to trial. In reality, Obagi knows well that all parties (including him) agreed to postpone the trial so that the prosecutor could finish going through Obagi’s response to the new charges that are pending. All of this information is part of the public record.

When will Obagi stop the baldface lying to constituents? District 4 residents have reason to believe he never will.

Councilmembers Lowenstein and Nehrenheim should stop covering for a bad actor. Let District 4 residents have their voices heard. I hope you will all have more respect for truth, and for our democratic process.

I have to say I'm so tired of our airwaves polluted with this deal with the devil somebody made and now the rest of the city in all 5 districts has to pay for but can't vote in. I'm hearing it isn't cheap, as in twice as much as it would take to file for a quiet zone for the communities along the harbor Right Of Way. All I see are the same "talking points" that are either no longer issues or completely debunked. I and my neighbors should know since we are the ones who are directly affected by what are claimed to be issues, which in reality have progressed to a well managed shelter and a state senate level fight against the housing element.

This is a big distraction from getting awareness together about what we need to do to ensure that the lives in 483 Redondo Beach households are not ruined by Metro's old policy of ripping through communities. That needs attention NOW. We need to usher in the new mindset of preserving integrity, safety and well-being of people in their homes, and we need to do this TOGETHER.

I am hoping that egos can be put aside and empathy for neighbors can rise to the occasion. You will be hearing more from me.

Thank you for your service Councilman Obagi!
For the first time since anyone can remember we finally have leadership on the council who truly represent the interests of their residents, not the same old special interests and developers.

The Old Guard wants you out so they can jump back in.

The Old Guard had Redondo Beach by the throat for too many years, at least from the 1960s when they bulldozed the historic Downtown, claiming it needed “redevelopment.” The mischief and neglect continued through the years, resulting in mismanagement of the waterfront, gross neglect of our parks, giving away King Harbor to private owners, and who knows what else? As soon as Jack and I downsized to Redondo to rest and walk at the waterfront, the Old Guard was already busy giving it away! They were also fighting as hard as they could to do everything for the ugly, obsolete AES Plant, against the wishes of the residents. Finally the people voted down the insane CenterCal Shopping Center and the Coastal Commission declared it too deeply flawed to go on.

Too late! The Old Guard had already rushed to sign the egregious contract, throwing us under the bus to the tune of millions upon millions of dollars.

Now they found an Angel, in the form of the Pot Guy, to pay for your recall. An Old Guard dream come true! Now is their chance to muscle back into power.

No Thanks!
With you on the council, Mr. Obagi, our world is suddenly much greener, our dreams of a healthy city now becoming a reality, by fixing our long neglected parks, supporting and creating community gardens for the first time in history, and sharing our vision for the future Redondo Beach Historic Wetlands Park and Greenbelts, our future quality of life is in good hands. I didn’t even mention the safety measures you’ve accomplished in District Four.

You are superbly qualified.

Thank You Mr. Obagi!
A new day has dawned in Redondo Beach!
We won’t go back!

My name is Tonya McKenzie, 9-year resident, parent of 4, LA County Commissioner of Alcohol and Other Drugs, appointed the honorable Supervisor Holly Mitchell and president of the NRBBA. My oldest graduated from RUHS & recently Sarah Lawrence College. I am a child advocate and civil servant.

1. Political retaliation is illegal and unethical. I have a text message from Mayor Brand stating how he retaliates against people that voted a certain way in one of our elections. I also have messages from him slandering other residents, over 30 text messages including pictures of a lawsuit that has NOTHING to do with me. This is not ok.

2. I support the recall of Zein Obagi. He has been disgusting & disrespectful since being elected to myself & other residents. Not once has he taken responsibility for his lack of community building and tasteless attitude.

Spreading lies that Laura Emdee had anything to do with this is below him and the entire council. She is a good person that has served her city well, raised her children, and is highly respected. Clearly, not something that anybody can say about Zein, with the lack of public D4 support. The way that he has treated Laura Emdee publicly is a great example of why residents want to recall him.

3. As much as Bill Brand, Wayne Craig and their crew has complained about the lawsuit against them, I can promise you that if this harassment that Wayne Craig, Nils Neireinheimer & crew has been engaged in does not cease immediately, they will be fighting another lawsuit. The kind of discrimination and harassment that is going on in Redondo Beach is toxic. You have no right to call places and people that I work with, leaders in offices that I serve in, and take pictures of me with my friends & family and send them out to elected officials' offices asking them to not put me in positions that I serve in. YES, this is the kind of nastiness that has been going on and I am tired of it. So, you are on notice.

4. I ask the city manager & city attorney to take a look at this because NOBODY deserves this kind of treatment because they have a differing opinion than the party in charge. It is out of control and it must stop.

It would appear that city council in a vote of 2-2. has suggested creating a special election to bring the cannibas measure to the city before its time. Redondo beach and its residents have long stated no need for this as they were creating their own ordinance which would allow for local oversight. This was to be completed sometime in January. Placing the measure on a special election would come at a huge additional cost to the city.

Ditrict 4 councilman Obagi is facing a recall election which would fall, at a lower cost to the city, only 36k, on the November 8th, general election. There is no need for a special election as a general election is already in place.

All of this, in order to try to, what can only be seen as to suppress the vote of district 4, and to create a political narrative they can control and use to manipulate Redondo Beach residents, they are willing to wrongly place the city in jeopardy through this special election as the city’s own ordinance is not yet in place. This would be at an additional cost of $250k. City monies that could be spent elsewhere. This is a complete waste of city resources and puts our ordinance at risk.

Stop wasting city funds for a special election costing the city and placing the city at jeopardy of the cannabis measure in order to keep District 4 councilman in power and in turn, their own power, against the wishes of the residents. Let it fall on the general election already in place. Reading the agenda today I did not think it was a question anymore that it would be on November 8th. This is a clear violation of the brown act as im sure many other felt the same way.

The important thing to understand here is that Mike Webb is providing his opinion. That doesn't mean it's the right opinion, he's providing guidance not direction.

In the midst of all the campaigning against this recall by Councilmembers Nehrenheim and Lowenstein during discussion of the item last week, it did not seem that the Council actually approved a motion to receive and file the Certified Recall Petition. Hopefully that doesn't become an issue that impedes the will of thousands of District 4 residents. Based on the discussion last week, Councilmen Nehrenheim and Lowenstein made it very clear that they want the recall to fail. It would be best for them to recuse themselves from this vote tonight as they are obviously so conflicted and unable to separate what they want from what voters want. One of their strategies seems to be to combine the recall with the Cannabis initative, an unrelated item. There is no reason to do that, except councilmembers Nehrenheim and Lowenstein seem to believe it will help the recall fail. Both of these councilmembers took thousands of dollars in campaign contributions from the Dub Brothers/South Court Management - another reason for them to recuse themselves from voting. But since they probably won't do that, I ask Councilmembers Nehrenheim and Lowenstein to try to rise above their own agenda and stay focused on the issue at hand this evening. The issue is to allow for a fair election process where the public can vote whether or not to recall District 4 Councilmember Obagi at the upcoming election on November 8. Councilmembers should refrain from using this item as an opportunity to try to manipulate the vote, because that would be a very serious violation of law. Council should refrain from attempting to rig the election, by placing it with an unrelated item and placing both in a separate election just before a major holiday in order to reduce voter turnout. Place the recall election on the November 8 election. Don't move the Cannabis initiative from the planned election in March which was approved unanimously and with public input earlier this year. Redondo Beach voters have exercised their right to the recall, allow the voters to decide without undue interference from Councilmembers' personal agendas.

Thank you.

As a Redondo Beach resident since 1996, I've witnessed several low-turnout elections in Redondo that did not coincide with broader, general election dates. Unless there is a clearly defined and imperative need, special elections should coincide with statewide and national elections. Minority rule by a small group of motivated voters is inherently unfair. Thank you.
