I’m writing to again, express my frustration as a North RB resident around how mayor Brand and members of the this council, namely Lowenstein, Nerenheim and Obagi have handled the Obagi recall election. It is waste and abuse if our tax payer dollars to have an election on October 19 for $290,000 when it could have been on the November 8 ballot for $34,000. North Redondo needs funding for beautification and improvements. This is not only a colossal waste of money, but unethical in the voter confusion it creates, which in my opinion, is exactly what Obagi, Nerenheim, Lowenstein and The Mayor want.

July 19 meeting was a total circus. Obagi voting on his own recall election when he previously recused himself is unethical. We the people of District 4 have signed a petition that we want to recall him. This is another item to add to the long list of why he must be removed and why Tonya McKenzie will be the leader we need and deserve.

Amazing how people speaking of fiscal irresponsibility say NOTHING about an outside special interest group, with a cannabis measure on the ballot, has spent over $300,000.00 to fund a recall, interfering with our election results. Putting those two items on the ballot makes sense to end this outside influence, big money debacle.

Also, the March 2023 election is NOT an out of cycle election as Ms. Rodriguez stated. That's our normal election cycle, in odd years, in March. As a Charter City, we control our election dates, always have. The first Tuesday in March in odd years is the normal election cycle for the City of Redondo Beach, and has been, for decades.

We wouldn't be spending ANY money for this had we not had a few disgruntled people invite a deep pockets, outside funder into our city to host a recall they couldn't get any traction on.

At the end of the 2017 Climate Action Plan
(https://www.redondo.org/civicax/filebank/blobdload.aspx?BlobID=35593), the next steps were listed as setting up a Climate Action Team and designating an Implementation Coordinator. __Per some information I received via customer service request, the Community Development Department is not aware of a Climate Action Team having been formed, and the Community Development Director doesn't believe any further action was taken other than adopting it. I am waiting for similar information from the City Manager's office.

I wanted to ask how we can follow through on the good foundation set in 2017, and see the proposed measures come to fruition.

It has been 49 days since the South Redondo Beach slanted majority on City Council voted to politicize and weaponize the Mayor Pro Tem and steal the position away from Laura Emdee and North Redondo Beach. The current state of affairs in the city plainly illustrates why the regular rotation of Mayor Pro Tem should always be maintained, because deviating from the recognized rotation creates uncertainty and mistrust in our local government.

The very fact that there are Redondo Beach residents, who are considering suing the City of Redondo Beach just to defend election integrity and security, and to maintain the sanctity of the ballot box, is a pretty clear indication that our democratic processes are being undermined by our local government. “Although technically the term “electoral fraud” covers only those acts that are illegal, the term is sometimes used to describe acts that are legal, but considered morally unacceptable, outside the spirit of an election or in violation of the principles of democracy.” - Wikipedia
Redondo Beach voters are entitled to Free and Fair Elections. At the cost of nearly $300,000 for a Special Election that was not properly agendized, so voters never had a chance to voice their grievances for or against the excessively expensive election, speaks volumes about its legitimacy.

I can tell you one thing for sure, if decades of precedent were followed, and Laura Emdee was presently the presiding officer, there wouldn’t be any confusion, in regards to our democratic principles and values, and the City Council right now would not be rudderless.

Re: July 19, 2022: creation of October 19th election for Cannabis Initiative and Obagi Recall:

The Brown Act was violated. Obagi voting on his own election was unethical. Nehrenheim, Loewenstein, and Brand are also unethical.

Creating a WEDNESDAY October 19, 2022, election date, being so close to November 8, 2022, causing voter confusion, may be against the law. Obagi not recusing himself is a conflict of interest. This is from the National Conference of State Legislatures website regarding California’s statement of a public official and when to disqualify themselves:

Regarding All public officials (Recusal Requirements, California Fair Political Practices Commission) An official with a disqualifying conflict of interest may not make, participate in making, or use his or her position to influence a governmental decision. When appearing before his or her own agency or an agency subject to the authority or budgetary control of his or her agency, an official is making, participating in making, or using his or her position to influence a decision any time the official takes any action to influence the decision including directing a decision, voting, providing information or a recommendation, or contacting or appearing before any other agency official. When appearing before any other agency, the official must not act or purport to act in his or her official capacity or on behalf of his or her agency.

I was appalled at Obagi’s statement last week about how he feels about the Civility in the city council. Obagi is one of the worst on the council in how he speaks to others. A reporter said to me that he thinks Obagi truly doesn’t know how he speaks to others. No excuse. Obagi is the first person who needs to be civil.

Obagi complained about having to drive from San Diego to vote. He shouldn't have been at the meeting. It was unethical. This election is a perfect example of how unethical he is.

Obagi, when you are NOT supposed to speak during a meeting, be quiet. Nehrenheim cannot control you. You should follow Emdee and Horvath's examples.

I have seen your advertisements NO on Obagi Recall. Why not add how you agreed to so much housing in your district?

I request that the City Council and City Attorney re-visit the creation of a city code of conduct. I have sample drafts from other organizations to share with the City Attorney to assist in guiding the city to improve the level of communication and behavior in City interactions.

This is my second request.

Please instruct the City Attorney to work with me on this project.

I support continuing the pallet shelters for another year and I won't hold it against you Council Member Obagi for keeping the shelters in place.
