STRATEGIC PLANNING SESSION
AUGUST 30, 2022
J.1 DISCUSSION AND POSSIBLE ACTION ON THE CITY’S STRATEGIC PLAN, GOALS AND

OBJECTIVES

LETTER FROM PUBLIC SAFETY COMMISSIONER, JEFF GAUL
Sunday August 28th, 2022
Greetings Mayor Brand and City Council, along with City Staff including City Manager, RBPD, RBFD, and Prosecutor’s Office.

Has been a pleasure to serve on the Public Safety Commission. Regarding Strategic Planning for the City – I have a few brief suggestions to improve our mission to improve public safety.

First, regarding the new website. As we are trying to rehabilitate and house the unsheltered members of our City, there should be information front and center on the website which has a link on how to report unsheltered activity in your neighborhood with a contact to both LAHOP and Lila Omura – our homeless navigator. Most people when they think of reporting unsheltered activity imagine the dreaded 20 minute wait time on 211 or having a debate of the severity of the issue with a 911 operator – and tune out. The website with easy to use contact forms encouraging anonymous reporting would be of tremendous help. The more sources of information for our City the better.

Second, on the new website, I would also consider a welcome to Redondo Beach video and a quick overview of the public safety activities PD, FD, Prosecutor’s Office activities over the course of the year and how new residents can join a neighborhood watch, citizen’s academy, CERT, National Night Out, etc.

Third, regarding our July Public Safety Commission meeting – in response to Chief Yang’s call for means to improve response times for STEMI patients, we invited neurosurgeons Dr Vournas, Dr. Tarpley, and Dr. Song from Little Company of Mary and Torrance Memorial to serve as panelists – and the comment from Dr.

Song that some of the virtual reality apps to scan the type of stroke that a patient was experiencing in the field cost but a few hundred dollars. I am in support of our City Council and Staff looking for low hanging fruit like these apps to help our fire department quickly screen at treat theme type of STEMI patients for improved life saving results in Redondo Beach. Further, I would continue the local working groups between the Redondo Beach Fire Department and the Healthcare community to arrive at other opportunities to improve the Emergency Response process from a time, speed, quality, safety perspectives.

Fourth and finally, any investment opportunity, agency alignment opportunity, or grant opportunity should be pursued in light of the recently passed federal red flag laws, complementing the current laws on the books in California. We cannot improve enough on both the “monitor and prevent” phase which precedes the “run hide fight”, both at schools and in public and at home. Noting both the California Partnership to End Domestic Violence and Safety throughout Public Venues in our City. I know that RBPD has an outstanding record of safety for our residents, but let’s keep brainstorming and improving public safety – thank you! Jeff Gaul
