OF LIFE PROSECUTOR
TITLE

APPROVE AN AGREEMENT WITH THE LOS ANGELES HOMELESS SERVICES AUTHORITY TO

ALLOW REDONDO BEACH TO DESIGNATE ITS HOMELESS HOUSING NAVIGATOR TO ACCESS

THE GREATER LOS ANGELES HOMELESS MANAGEMENT INFORMATION SYSTEM

EXECUTIVE SUMMARY
The Homeless Management Information System (HMIS) is the County data information system used to record and analyze client, service and housing data for individual and families experiencing homelessness or at risk of homelessness. Staff recommends the Mayor and Council approve the agreement with the Los Angeles Homeless Services Authority to designate the Redondo Beach Homeless Housing Navigator to access HMIS.

BACKGROUND
A key component to a Homeless Housing Navigator’s duties is access to the HMIS. When a housing navigator first meets a person or family experiencing homelessness, the housing navigator will check to see if that person or family is already entered in HMIS, and if not, will enter their information into HMIS. HMIS allows housing navigators to see a person’s profile, what services that person has received or needs, where that person is from, if that person is receiving resources elsewhere in the County, and who that person’s case manager is if one is already assigned. HMIS is the first step to connect people experiencing homelessness to County resources, services and housing. Access to HMIS will make the City’s Homeless Housing Navigator more effective in assisting the people experiencing homelessness in Redondo Beach. Staff recommends that the Mayor and Council approve the agreement that allows the City to designate a user to access HMIS, and to designate the Homeless Housing Navigator as the City’s HMIS User.

FISCAL IMPACT
There is no fiscal impact under this MOU.
