TITLE

APPROVE A ONE-YEAR AGREEMENT WITH EMPIRE PIPE CLEANING AND EQUIPMENT TO PROVIDE SEWER LINE CLEANING SERVICES FOR A TOTAL COST NOT TO EXCEED $376,000 FOR THE TERM SEPTEMBER 7, 2022 TO SEPTEMBER 6, 2023

EXECUTIVE SUMMARY
Approval of this item would allow Empire Pipe Cleaning and Equipment, Inc. to provide line cleaning services for the City’s 112 miles of main sewer lines for a one-year period. Contracting this service allows the City’s sewer maintenance personnel to focus their efforts on more urgent activities, such as maintaining sewer pump stations and responding to issues reported by residents. The total cost of the agreement if approved would not exceed $376,000.

BACKGROUND
The City’s sewer system contains approximately 597,000 lineal feet of main lines. An important element in keeping the lines functioning properly and reducing the likelihood of blockages is periodically cleaning them with water-jetting and vacuum removal equipment. The Public Works Department’s sewer and storm drain maintenance crews perform this service as time allows, however their primary responsibility must be on more urgent activities, such as maintaining sewer pump stations, keeping catch basins clear of debris and responding to requests and complaints from residents. In order to free-up the maintenance crews to focus on the more critical tasks, staff recommends the utilization of an outside vendor for routine line cleaning.

Empire Pipe Cleaning and Equipment, Inc. will provide the desired services for a one-year period for a cost not to exceed $376,000. The company has extensive experience providing sewer line cleaning services, including providing high quality, reliable services to the City over the course of a recently-concluded five-year contract. The company quoted a price of $0.63 per lineal foot for their services, which matches the price included in an agreement recently awarded to them by the City of Hermosa Beach. As the pricing for Hermosa Beach was obtained through a competitive bidding process, it satisfies the City’s purchasing procedures.

Staff is recommending a one-year agreement because Empire Pipe Cleaning may be losing key personnel in the coming months and it’s in the City’s best interests to re-evaluate options for services for future years in the summer of 2023.
