To: MAYOR AND CITY COUNCIL
From: TED SEMAAN, PUBLIC WORKS DIRECTOR
TITLE
ADOPT BY 4/5THS VOTE AND TITLE ONLY RESOLUTION NO. CC-2209-065, A RESOLUTION OF

THE CITY COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, AUTHORIZING A FISCAL YEAR 2022-2023 BUDGET MODIFICATION TO APPROPRIATE $2,000 FROM THE WEST BASIN MUNICIPAL WATER DISTRICT’S WATER BOTTLE FILLING STATION PILOT PROGRAM TO THE CITY’S WATER BOTTLE FILLING STATION PROGRAM ACCOUNT

EXECUTIVE SUMMARY
The recommended action would appropriate a total of $2,000 to support the purchase of one water bottle filling station at Redondo Beach’s Veterans Park. The total cost of the station is estimated at $7,000, which includes labor and installation. The remaining cost will be covered by the Public Works Department’s maintenance and operations budget. Veterans Park is a heavily utilized area, making it a prime location for a water bottle filling station. The stations also promote water conservation, single use plastic reduction, and access to clean drinking water. City Council approved the application for the grant on April 5, 2022 and the City was notified of the grant award on August 15, 2022. The funds have no matching or reporting requirements.

BACKGROUND
West Basin Municipal Water District’s (West Basin) Water Bottle Filling Station Program began in 2017 to provide members of the community with access to safe and reliable tap water to refill personal, reusable bottles. The program also encourages water conservation and hopes to reduce plastic waste through the use of refillable water bottles. Since the program’s inception West Basin has awarded service area entities up to two grants per application, per Fiscal Year, in the amount of $1,000 for indoor filling stations and up to $2,000 for outdoor filling stations.

The City falls within West Basin’s service area and therefore qualifies for the grant. The grant is an opportunity for the City to add a water bottle refill station and support environmentally conscious efforts in various parks and recreational areas identified in the City. The Public Works Department plans to continue to identify future locations for similar water bottle filling stations as funding allows.

Public Works personnel will install the station has workload allows.

COORDINATION
The Resolution was approved as to form by the City Attorney’s Office.
