Ref; Sep 6, 2020 City Council Meeting Agenda Item N1 Local Travel Network/Multi-Modal Plan
The SBBC+ Organization advocates for all people that participate in Active Transportation and the safety of bicyclists and Pedestrians is our highest priority. We also feel, Motorists, Bicyclists, and Pedestrians should treat public streets/sidewalks access as a privilege and be respectful of each other, as we all have the right to use public amenities.
While we appreciate the inclusion of other modes of transportation that would be included in the Local Travel Network, we do not want the LTN to be prioritized over the SBBC+ Bicycle Master Plan. Although there has been a huge increase in sales of electrified bicycles, we estimate that pedal bicycles significantly outnumber electrified devices and the choice and number of routes should reflect that reality. The LTN is, to us, basically Class III bike lanes with Sharrow markings. The Coalition would love to see Class III lanes on all streets with speed limits under 30-35 mph as many cities have already done. If Class III bike lanes included Neighborhood Electric Vehicles (all e-bikes are already allowed on Class III bike lanes), we feel a greater number of street users would feel represented. The creation of Class III bike lanes would, hopefully, encourage more cyclists and inform motorists to the presence of other forms of transportation while allowing NEVs equal access (or whatever the law allows).
There would be greater support for the LTN by referring to it as Class III bike lanes, than as an electric vehicle lane with bicycle access, especially in the communities that may not be able to afford the more expensive NEVs or e-bikes. The creation of these paths should make the greatest number of people feel included and safe.
Thank you,
Jim Hannon
