TITLE
APPROVE AN AGREEMENT WITH NAN MCKAY & ASSOCIATES, INC. FOR REMOTE
CONSULTING SERVICES RELATED TO REVIEWING AND REVISING THE REDONDO BEACH HOUSING AUTHORITY ADMINISTRATIVE PLAN IN AN AMOUNT NOT TO EXCEED $10,174 ALLOCATED FROM RESTRICTED SECTION 8 HOUSING ADMINISTRATIVE FUNDS FOR THE TERM SEPTEMBER 20, 2022 TO SEPTEMBER 19, 2023
EXECUTIVE SUMMARY
The Department of Housing and Urban Development (HUD) regulations require Housing Authorities to adopt a written administrative plan that establishes local policies for program administration. The plan must conform with HUD regulations and state the Housing Authority’s policy in those areas where the Housing Authority has discretion to establish local policy. The Housing Authority is responsible to ensure that the plan is kept current and that staff operate under the policies spelled out in the plan.
The Redondo Beach Housing Authority’s (RBHA) administrative plan was last updated in 2019 and needs to be updated to include policy development for the following programs:
· Emergency Housing Vouchers (EHV)
· Veteran Affairs Supportive Housing (VASH)
· Project Based Vouchers (PBV)
The approval of this agreement will allow for City staff to work with consultant Nan MacKay & Associates, Inc. (NMA) to customize and update the administrative plan in the areas where needed.
As a final step, the City Council and the Housing Authority’s Commissioners will need to formally approve the administrative plan and any revisions before it can become the Housing Authority’s official policy.
BACKGROUND
Under the direction of HUD and the approval of City Council, the RBHA has expanded its programs to include the administration of the EHV and VASH programs and, in the near future, a PBV. The HUD Code of Federal Regulations § 982.54 Administrative Plan requires that the Housing Authority update its administrative plan to include all additions and changes to its Housing Programs. It is for this reason that the Housing Authority has solicited the consulting services of NMA.
