ADOPT BY TITLE ONLY RESOLUTION NO. CC-2209-068, A RESOLUTION OF THE CITY

COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA PROHIBITING THE USE OF

SKATEBOARDS AND ROLLERSKATING AT THE REDONDO BEACH TRANSIT CENTER FACILITY

AND PARKING AREAS

EXECUTIVE SUMMARY
In October 2020, the City issued a notice to proceed for construction of the new transit center, located at 1521 Kingsdale Avenue. Construction began in January 2021. The Transit Center is expected to open by the end of the calendar year. To help ensure the safety of transit operators, passengers, and members of the public using the center and associated parking areas, it is recommended the City prohibit the use of skateboards and roller skates at the facility. Similar prohibitions have been implemented at other City facilities.

BACKGROUND
The new Redondo Beach Transit Center (RBTC) is a multi-modal transportation facility that will serve as a major transit hub connecting public transit riders to local and regional transit services via Beach Cities Transit (BCT), Metro, G-Trans, Torrance Transit and Lawndale Beat. The RBTC, approximately 6.5 acres, is located at 1521 Kingsdale Avenue. RBTC amenities include 12 bus bays, a passenger waiting area, a 320-space public parking lot, and a drop-off kiss and ride lot with 13 parking spaces. Transit services will operate seven days a week, with Metro routes leaving and arriving between 5:00 a.m. and 12:30 a.m. Beach Cities Transit, Torrance Transit, GTrans, and the Lawndale Beat will operate daily services between 6 a.m. and 9 pm.

Metro has estimated 1,200 weekday average riders that board and alight on lines 40, 210 and 211.

Additional riders using BCT, G-Trans, and Torrance Transit increases that number, however it should be noted that while current transit ridership trends have been improving, they are still below preCoronavirus 2019 pandemic, (COVID-19) levels. The average number of riders using the new RBTC is projected to be similar to the current use of the existing transit center at Kingsdale Avenue and Artesia Boulevard.

Redondo Beach Municipal Code Section 3-1.03, Chapter 1, Title 3, authorizes the City Council, by resolution, to prohibit the riding of bicycles, skateboards, or roller skates on any sidewalk, ramp, or parking structure area at specific locations within the City that creates a hazard to the public. The open areas of the Transit Center’s passenger waiting area, the transit driveways and parking lots, stairs and wheelchair ramps could potentially be used by skaters, putting them at risk of being hit by

stairs and wheelchair ramps could potentially be used by skaters, putting them at risk of being hit by vehicles, and creating safety risks for the transit center patrons. The proposed Resolution prohibits skateboarding and roller skating at the new Transit Center facility including the public parking areas and driveways.

COORDINATION
The City Attorney’s Office has approved the Resolution as to form.

FISCAL IMPACT
There is no fiscal impact to the City for the preparation of this item.
