TITLE
APPROVE AN AMENDMENT TO THE AGREEMENT FOR CONSULTING SERVICES BETWEEN THE CITY OF REDONDO BEACH AND WALKER PARKING CONSULTANTS/ENGINEERS, INC. TO INCREASE THE CONTRACT NOT TO EXCEED AMOUNT BY $485,000 TO PREPARE PROJECT
PLANS AND SPECIFICATIONS FOR THE PIER PARKING STRUCTURE CRITICAL REPAIRS PROJECT AND EXTEND THE CONTRACT TERM TO SEPTEMBER 19, 2024
EXECUTIVE SUMMARY
On September 21, 2021, the City Council approved an agreement for Consulting Services with Walker Parking Consultants/Engineers, Inc. (Walker) for an amount of $79,000 to perform a condition assessment of the Pier Parking Structures, and develop a condition appraisal, probable costs for recommended repairs, and seismic evaluation of the recently vacated North Pier Parking Structure.
The assessment provided suggested work to be done on the Pier Parking Structures over the next 5 years. The recommended work for the first year includes seismic strengthening to the North Pier Parking Structure and non-seismic structural rehabilitation to both the North and South Pier Parking Structures. The recommended contract amendment if approved would allow for additional consulting services to: perform a geotechnical investigation of the subgrade, complete the final design for all first year recommended rehabilitation and seismic strengthening, complete construction document preparation, perform contract administration and construction observations, and provide additional materials testing for the non-seismic rehabilitation of the South Pier Parking Structure, and the seismic and non-seismic rehabilitation of the North Pier Parking Structure that was recommended for year one. This work will be done as part of the Pier Parking Structure Critical Repairs Project, Job No. 70610.
The amendment, in the amount of $485,000, increases the not to exceed amount of the contract to $564,000 and extends the term of the contract from September 20, 2022 to September 19, 2024 to accommodate the additional tasks. Walker is the leading consulting firm in the region with regards to parking structures, and their previous work for the City makes them intimately familiar with the Pier Parking Structures’ unique needs. This amendment will allow for continuity in project design and help expedite the completion of critical repairs.
BACKGROUND
The City of Redondo Beach owns two parking facilities that provide access to the City's Pier and International Boardwalk area. They are the Pier Parking Facility, (comprised of the North Pier Parking Structure and the South Pier Parking Structure, respectively) and the Plaza Parking

Parking Structure and the South Pier Parking Structure, respectively) and the Plaza Parking Structure. In September 2021, the City commissioned Walker to conduct a Condition Appraisal of the parking structures to assess the general condition of the facilities and perform a seismic evaluation of the North Pier Parking Structure. The assessment reports, presented to Council on June 14, 2022, stated that the North and South Pier Parking Structure are in fair condition but require a substantial (capital) structural repair program to increase the useful life. The North Pier Parking Structure also has seismic deficiencies requiring additional strengthening to comply with current standards. The Plaza Parking Structure is in generally good condition and requires a normal repair and maintenance program.
As part of the FY 2022-23 CIP Budget adopted on June 21, 2022, the City Council appropriated $2,578,380 towards the Pier Parking Structure Critical Repairs, CIP Job. No 70610. Council also directed staff to begin the design for all of the identified repairs as recommended in the Condition Assessment Reports. Council funded this design work and the construction of the rehabilitation and seismic strengthening of the North Pier Parking Structure as the first-year repairs with the intent to fund the construction of the South Pier Parking Structure identified repairs in FY 2023-24 under the Pier Parking Structure Repairs Project, Project No. 70610.
This First Amendment to the contract with Walker is for additional consulting services to obtain a geotechnical report for the existing soils conditions and evaluation of the existing foundations in order to identify required information for the final design of the seismic strengthening and non-seismic rehabilitation of the North Pier Parking Structure. The amendment also includes consulting services for the design phase (design plans, construction document preparation) and construction support phase (contract administration, construction observations, and additional materials testing) for the seismic strengthening of the North Pier Parking Structure and the non-seismic rehabilitation of the North and South Pier Parking Structures suggested for year one.
The amendment will increase the not to exceed amount of the contract to $564,000 and extend the term of the contract from September 20, 2022 to September 19, 2024 to provide time for the additional tasks.
COORDINATION
The project has been coordinated between the Waterfront and Economic Development Department, the Public Works Department, and the City Manager’s Office. The amendment was approved as to form by the City Attorney’s Office.
FISCAL IMPACT
The Pier Parking Structure Critical Repairs Project, Job No. 70610 was included in the FY 2022-23 Capital Improvement Plan adopted by the City Council. The $485,000 needed to fund the contract amendment is available in the project account. This first amendment includes a geotechnical assessment that must be completed to determine soil capacities and potential strengthening before moving forward on the seismic retrofit.
As noted above, the contract amendment will task Walker with designing both Phases of Pier Structure Repair construction. The first phase includes seismic retrofits and critical repairs to the North Pier Parking Structure. The second phase of the project includes repairs to the South Pier Parking Structure which are not yet funded for construction.
