APPROVE A FUNDING AGREEMENT WITH LOS ANGELES COUNTY DEVELOPMENT AUTHORITY TO ACCEPT $250,000 FROM MEASURE H FUNDS FOR CAPITAL IMPROVEMENTS TO THE PALLET SHELTER.

ADOPT BY 4/5THS VOTE AND BY TITLE ONLY RESOLUTION NO. CC-2209-072, A RESOLUTION

OF THE CITY COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, AUTHORIZING A FISCAL YEAR 2022-2023 BUDGET MODIFICATION TO APPROPRIATE $250,000 IN LOS ANGELES COUNTY MEASURE H FUNDS TO THE INTERGOVERNMENTAL GRANT FUND.

EXECUTIVE SUMMARY
The Letter of Agreement (LOA) with the Los Angeles County for the funding of operational costs for the pallet shelters is set to expire on September 30, 2022. On August 9, 2022, the City Council voted to continue the Redondo Beach Pallet Shelter to September 30, 2023, add two more pallet shelters units, give the City Engineer the approval and authority to execute a Change Order to perform off-site work to install sewer infrastructure, and approve the reimbursement of the showers and toilet facilities to be purchased by Harbor Interfaith. The County Chief Executive Office - Housing Initiative (CEOHI) identified $250,000 of Measure H funding to grant to the City for these capital improvements to minimize the operational costs. The third amendment to the LOA will extend the term to September 30, 2023. Staff also recommends the City Council to authorize the Mayor to sign the contract, accepting the $250,000 grant on behalf of the City.

operational and human services costs of the Pallet Shelter providing transitional housing for people experiencing homelessness in Redondo Beach. On June 8, 2021, the City Council approved a first amendment to the LOA to extend the term of the Pallet Shelter for thirteen (13) months. On June 7, 2022, City Council approved a second amendment to the LOA to extend the term to September 30, 2022 to give staff time to explore grant funding to continue the operations of the Pallet Shelter. On August 9, 2022, the City Council extended the Pallet shelter for another year.

On August 9, 2022, the City Council also directed staff to apply for Permanent Local Housing Allocation (PLHA) funds. PLHA provides funding to local governments in California for housingrelated projects and programs that assist in addressing the unmet housing needs. The Pallet Shelter is an eligible activity for this fund, and Redondo Beach has a 2019-2020 allocation of $130,830, 2020 -2021 allocation of $203,351, and 2021-2022 allocation of $223,781. These funds would more than cover the City’s share of the operational costs of the Pallet Shelter. The City Manager’s Office will be applying for these funds through a third party consultant by the October 31, 2022 deadline.

Recommended is a third amendment to the LOA to extend the term of the Pallet Shelter to September 30, 2023, with the City’s share at a monthly rate of $26,607.21.

In addition, the CEO-HI awarded the City $250,000 from Measure H funds through the Los Angeles County Development Authority (LACDA) for capital improvements to the Pallet Shelter to reduce the ongoing operations costs per bed. These capital improvements include adding two more pallet shelter units to bring the total number of units to twenty (20); purchase of showers and toilet facilities to eliminate the rental fees and costs for water delivery and disposal; and purchase of the administrative trailer to eliminate the rental fee. These capital improvements will reduce the bed rate by 35%. Staff also recommends that the Mayor and City Council approve the contract with LACDA and appropriate $250,000 to the Intergovernmental Grant Fund.

COORDINATION
The City Attorney's Office coordinated with the Community Services Department, Financial Services Department, and the City Manager’s Office in connection with the preparation of this report.

FISCAL IMPACT
Operational costs will be funded by PHLA allocations. Capital improvement costs will be funded through Measure H funds received from LACDA.
