DISCUSSION AND POSSIBLE ACTION ON THE CITY’S SIX-MONTH OBJECTIVES AS DISCUSSED AT THE AUGUST 30 AND SEPTEMBER 1, 2022 STRATEGIC PLANNING SESSIONS
APPROVE THE STRATEGIC PLAN AND RELATED SIX-MONTH OBJECTIVES
EXECUTIVE SUMMARY
On August 30 and September 1, 2022, the City Council held strategic planning sessions to discuss and update the City’s Strategic Plan. At these sessions, the City Council discussed recent accomplishments, completed a strengths, weaknesses, opportunities, and threats (SWOT) analysis, re-affirmed the previously established three-year goals, and listed specific objectives for the next sixmonth period, which runs through April 25, 2022. It is recommended that the City Council review, modify as needed, and approve the six-month objectives in the attached draft Strategic Plan.
BACKGROUND
The City has been committed to a strategic planning process since 1998, a process that focuses staff resources on achievable policy goals and objectives set by the City Council. On August 16, 2022, the City Council approved a contract with Leading Resources Incorporated for strategic planning consulting services and scheduled two strategic planning sessions for August 30 and September 1, 2022.
During the sessions, the City Council re-affirmed the previously established three-year goals and listed specific objectives for the upcoming six-month period, which runs through the next strategic planning session scheduled for April 25, 2022. Public input on the goals and objectives was also received and discussed at both sessions.
The three-year goals (2022-2025), which serve as the overarching framework for the Strategic Plan, were reaffirmed and are as follows (not in priority order):
· Modernize the City’s Communication Systems
· Vitalize Core Commercial Areas of the City
· Increase Environmental Sustainability
· Invest in the City’s Infrastructure
· Maintain a High Level of Public Safety
· Enhance the Delivery of City Services

The City Council then listed and discussed six-month objectives to focus staff time and resources needed to make progress on the three-year goals. The attached draft Strategic Plan reflects the City Council directives discussed at the strategic planning sessions. The objectives have been drafted to ensure that they are specific and quantifiable, identify the various departments that will be responsible for their completion, and establish target completion dates that coincide with future City Council meeting dates, where appropriate.
The City’s core values were not reviewed at the two strategic planning sessions and remain as follows:

It is recommended that the City Council review, modify as needed, and approve the six-month objectives in the attached draft Strategic Plan. After the City Council adopts the Strategic Plan, periodic progress reports on the six-month objectives will be provided to the Council via a monthly administrative report.

FISCAL IMPACT
Funds for activities related to the Strategic Plan are included in the City’s annual budget.
