This weekend we learned of another horrific car-on-bike collision in Redondo, this time involving a motorist driving a truck and a teen on an e-bike. The crash occurred on Rindge and Marshallfield. The man in the truck hit the teen and dragged him under the truck, then stopped, and took off in a hit-and-run. The victim had multiple injuries and went to the ER; the family is now raising funds on GoFundMe. These serious collisions occur on a weekly basis, causing physical and emotional trauma to victims and their families, not to mention significant medical bills.

It's only a matter of time before someone (else) is killed. Helmets and bicycle education only go so far when we put bikes on the same roads as large cars with no physical barrier protection.

The "Stop de Kindermoord' movement in The Netherlands was started in response to the death of a journalist's child, and led to significant reforms to redesign streets to make walking and biking safer. In the US, we continue to prioritize car movement over other modes, resulting in an untold number of preventable deaths and injuries every year of pedestrians and cyclists, including young children. Traffic violence is a significant public health burden and affects our community directly.

Here are several things city council can do right now to address bicycle safety:
1) Map safe bike routes to schools, particularly routes from North and South Redondo to Redondo Union HS.

Initiate quick-build projects to create barrier-protected bike lanes on the full length of these routes. 2) Implement a parking permit system for North Redondo residents in the Artesia Area to reduce parking pressure and crowding on city streets. Restrict parking near street corners and bulbouts to improve visibility and sightlines for drivers and passing bicyclists.
3) Convert 1-way streets with 2 lanes of parking to 1-way with 1 lane of parking and 2 bidirectional bike lanes.

There will always be some resistance to these changes, but don't be deterred from trying for that reason. Be proactive; do more than the barebones LTN. Better bike infrastructure will improve everyone's quality of life and stop unnecessary disability and death.

Good Evening City Council and Mayor,
It's important that you and the community know about what would be the biggest misuse of public zoned property in Redondo history. This is an email I sent to the LAFCo group, in hopes they will help with the dissolving of BCHD in the event they continue with their misguided HLC project. For those who don't know, LAFCo monitors and regulates local agencies like health districts.
"I support LAFCo’s staff recommendation to reduce Beach Cities Health District’s Sphere of Influence to only their jurisdictional boundaries (i.e. to the three beach cities).

Furthermore, if they do not, and also do not cancel their Healthy Living Campus project, I support and encourage LAFCo's staff to immediately begin proceedings to dismantle Beach Cities Health District in its entirety.

The HLC plan would give away public zoned land for a private, commercial use. This means this plan would be a complete misuse of all of Redondo Beach's residents' property (what this zone essentially is), which was meant to be for community only uses, and if a building, should be a public-use facility only. Examples of "by rights" uses in the zone rules are libraries, local government buildings, schools, a cultural center; literally any building that residents would benefit from, at no cost to them except the taxes they pay for the developing of said building).

This type of zone, P-CF, (Public - Community Facility) is in no way supposed to support a private project like the one BCHD's board members have approved, and NO one else wants. These board members, who are supposed to represent the community, have ignored that very community's input, and proceeded with their detrimental plan.

A plan, by the way, that would not benefit the three cities BCHD is supposed to represent." I have sent my view to the Planning Commissioners, who would be the first to consider it. But in the event it should also make it to you on the City Council, for the health and wellness of this city and its people, please turn down this project.

PROGRAM FOR THE INTERNATIONAL BOARDWALK COMMERCIAL CORRIDOR Overall Sentiment

I'm so glad to hear of this improvement program for the International Boardwalk! Please also consider two other things, in addition to repairs of the physical storefronts. There needs to be a focus on what makes people feel good about being in a place. I was surprised to see landscaping omitted in the list of detailed improvements.

There needs to be living plants all around, whether hanging plants in front of storefronts, to potted plants, or a combination. Think of a yard you like to look at and be in, or streets that are nice to walk on. They are always nicely landscaped and bring us into nature. This is very important for beautification and has a calming affect on people.

The other needed thing is bike racks on the boardwalk. Take a note from the Riviera Village bike rack improvements. Bike racks themselves can be little art installations, are functional, and desperately needed at the boardwalk. Currently cyclists lock up to the fence railings in droves in front of all the businesses. This causes an eyesore of stacked bicycles, not to mention damaged railings caused by cyclists locking up to rails not designed for such a thing. Also it's a hazard to pedestrians having to walk around stacks of bikes. Set designated bike corrals, perhaps in front of the old Fun Factory and on the other side by R-10 and the sling boat launch. And to tie back to the plants, now there would be room for those lovely potted plants along the boardwalk! Please make these two very important needs a priority to help with the International Boardwalk Beautification program.

One more wish list item. While we have the paint out, could the city or group of businesses please consider popping up to the pier and updating the paint job on the sails? These are lovely art installations that feel dated because of lack of maintenance for far too long. It would bring a whole new feel to the pier itself with a more modern paint color scheme. A little sanding and fresh paint would bring them alive again.

Thank you very much, and can't wait to see the changes! Lara Duke

The fact of the matter is that since the inception of the leaf blower ordinance in 2018, the City’s code enforcement division has made almost zero effort to enforce the ordinance. I personally called the division on at least 30 occasions to report active violations on my street block. Not once did anything happen, even though I provided documentation including photos, company names, etc. I finally gave up. The same violators are still using the equipment every week with the same results: particulate pollution, noise, and stormwater/beach contamination that the original ordinance was intended to reduce. This particular modification to the ordinance will do nothing as it will never be enforced.
