OF THE CITY COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, ACCEPTING A
GRANT FROM THE DEPARTMENT OF ALCOHOLIC BEVERAGE CONTROL, ABC-OTS GRANT PROGRAM AND MODIFYING THE ADOPTED BUDGET FOR FISCAL YEAR 2022-23 TO APPROPRIATE $26,035 IN 2022 ABC-OTS GRANT FUNDS
EXECUTIVE SUMMARY
The Police Department has been awarded a grant through the Department of Alcoholic Beverage Control’s (ABC) ABC-OTS Grant Program. The grant year runs from October 1, 2022 through September 30, 2023, and the funds will be utilized for alcohol enforcement activities.
Pursuant to the award requirements and as outlined by the ABC, the City Council must first adopt a resolution accepting the grant. Upon receipt of the approved Resolution, ABC will prepare a grant agreement which will be brought to City Council for approval at a future date.
BACKGROUND
The ABC-OTS Grant Program is provided by the Office of Traffic Safety (OTS), through the National Highway Traffic Safety Administration, and administered by ABC. The program provides funding to local law enforcement agencies with the intent to reduce alcohol-related harm.
For FY 2022-23, ABC awarded the Police Department $26,035 in grant funds to provide alcohol enforcement programs. The monies will fund a Sergeant and an Officer for enforcement operations including minor decoy, shoulder tap, ABC IMPACT inspections and holiday enforcement. The grant year runs October 1, 2022 through September 30, 2023.
Once the City Council approves the resolution accepting the grant funds, ABC will prepare a formal grant agreement. The Agreement will be placed on a future agenda for City Council consideration of approval.

The Resolution was reviewed as to form by the City Attorney’s Office.

FISCAL IMPACT
The grant program activities are fully funded by ABC-OTS in the amount of $26,035. There is no requirement for local matching funds. Associated enforcement activities will be reimbursed by the grant after costs are incurred.
