City Council
Planning Commissioners
According to the attached 6 documents of CUP decisions, each and every one is limited to the "existing" 514 hospital building. Therefore, there is no precedent to allow RCFE or other services in BCHD's proposed 107-ft, 6-inch, roughly 300,000 sqft building on the site's north and east edges. Clearly, the plan does not "respect the site terrain" as required. WIth 30-60 foot elevation over existing surrounding neighborhoods, the proposed facility must be located in the center of the campus to both respect the terrain and protect surrounding property and uses.
Additionally, BCHD continues to willfully misstate the height of the proposal. The following excerpt from BCHD's pre-CUP filing demonstrates the height of the BCHD proposal.

The following questions are provided for the record of the Redondo Beach City Council, Redondo Beach Planning Commission, BCHD, LALAFCO, PMB, and others for discussion during Councilperson Horvath's D3 public meeting focused on BCHD and the allcove program. The questions see answers to how the three Beach Cities Residents of the District benefit from allcove, as they are a small fraction of the benefit and service area, yet are being forced to finance and carry the obligations of allcove for 100% of the 1.4M person allcove service area of SPA 8.

Q1. BCHD plans to sign a 20 year lease in the new privately developed and owned RCFE building for allcove. The lease runs 2026-2045 and is 100% unfunded, since the current allcove contract to BCHD is 4 years and expires in 2026. The unfunded liability of the allcove lease is $10,413,220.96 using the 2% escalation in the proposed rental agreement. How will BCHD account for this $10.4M unfunded liability of the three Beach Cities that formed, funded and own BCHD?
Q2. How will BCHD account for the impacts of this $10.4M unfunded liability on BCHDs credit facility and ability to service the Residents of the District?
Q3. To the extent that BCHD has a credit rating, how will this $10.4M unfunded liability impact BCHD's credit rating?
Q4. According to BCHD press releases, the service area of BCHD allcove includes such large cities as Torrance and Long Beach, as well as the remainder of SPA 8. What percentage of the allcove service area is the population of the three Beach Cities?
Q5. Based on BCHDs allcove contract, more than 91.3% of the allcove service area population consists of NONRESIDENTS of the three Beach Cities. The 20 year lease for allcove facilities is $905,950.22 the obligation for the benefit of District RESIDENTS and $9,507,270.74 the obligation for the benefit of NON-RESIDENTS. How will BCHD account for this $9,507,270.74 unfunded liability of the three Beach Cities that has NO BENEFIT to the Residents of the District?
Q6. How will BCHD reimburse the residents of the three Beach Cities for carrying the $9.5M unfunded liability on BCHDs books?
Q7. BCHD only has 4 years of allcove funding through the end of 2026. The RCFE is unlikely to open before that.
BCHDWhy is BCHD signing a 20 year building rental agreement for a 4 year program that is currently unfunded for even the 1st year of the lease?
Q8. BCHD seems to be spending hundreds of thousands of dollars on temporary space for allcove in the 514 building. How is BCHD recovering the over 91.3% NON-RESIDENT portion of the renovation on behalf of the BCHD owners? Q9. The allcove solicitation was fully subscribed and any vendor would have been required to service all of SPA 8. As a result, the Residents of the BCHD would have received the same allcove services that BCHD plans to provide. As a result, there is no incremental benefit to BCHD providing allcove to the Residents of the District. In fact, BCHD is incurring costs that are both the risk and responsibility of the Residents of the District for the over 91.3% NON-RESIDENTS to be serviced. How does BCHD plan to fully reimburse the lost benefits to the Residents of the District from any and all costs of servicing NON-RESIDENTS? (Note, the benefits to District Residents are unchanged with any and all potential, qualified allcove vendors.)
Q10. How did BCHD determine that servicing over 91.3% NON-RESIDENTS in allcove is not a management distraction and burden in addition to being a financial hardship on Residents of the District? --

Our neighborhoods have been burdened since 1960 by the failed South Bay Hospital project and have not received the benefit of the voter-approved acute care public hospital since 1984.Yet we still suffer 100% of the damages and we will suffer 100% of the damages of BCHDs proposal.

BCHD asserts it will execute 20 year leases for allcove, PACE and Community Services with the private Developer/Owner/Operator of the RCFE.
The total liability to BCHD and the three Beach Cities is over $38M based on BCHD's current published 2026-45 rent rates.
The overwhelming majority of BCHD rental space is for the benefit of non-residents. That means that BCHD is incurring a total liability for NON-RESIDENT services of over $29M.
This large amount of non-beneficial liability to District Residents will both reduce the credit rating and facility of BCHD and impair services for Residents of the District.
BCHD has provided NO EVIDENCE of any positive Net Present Value of Public Health impacts for ANY of the HLC programs.
