ADOPT BY TITLE ONLY RESOLUTION NO. CC-2211-086, A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, APPROVING FREE PARKING WITHIN THE PIER AND PLAZA PARKING STRUCTURES FOR THE 2022 HOLIDAY SEASON - DURING THE HOURS OF 8AM TO 10PM FROM DECEMBER 3, 2022 THROUGH JANUARY 1, 2023
EXECUTIVE SUMMARY
The City began offering free holiday parking at the Pier and Plaza Parking Structure (Parking Structures) in 1992 as a way to promote and encourage business activity during the holiday season.
The Pier and International Boardwalk merchants have relied on the City to continue this goodwill gesture. If approved, free holiday parking at the two parking structures would commence Saturday, December 3, 2022 and continue through Sunday, January 1, 2023 between the hours of 8:00 A.M. and 10:00 P.M.
BACKGROUND
The purpose of suspended parking fees at the parking structures is to attract holiday diners and shoppers to waterfront restaurants and shops during daytime and evening hours. For the 2021 holiday season, free holiday parking was offered between 8am and 10pm from Saturday, December 4, 2021 through Wednesday, January 1, 2022. This year, staff proposes to offer free parking to visitors during the same period of 8:00 A.M. and 10:00 P.M. between Saturday, December 3, 2022 through Sunday, January 1, 2023. Based on historical revenues received during the off-season months, staff projects the parking revenue loss associated with the holiday parking waiver program to be approximately $130,000. However, the FY 2022-23 Harbor Enterprise Budget assumed this program would continue so there is no additional reduction to projected annual revenue with its approval.
The Pier and Boardwalk merchants are appreciative of the free holiday parking period and continue to support the City’s waiving of parking fees for the parking structures. The offering of free holiday parking is an important factor during the holiday season, as it is anticipated the incentive will draw visitors to the Pier and Boardwalk businesses. The dates for the proposed free holiday parking period are consistent with those proposed by the Police Department for the Riviera Village. City Council approval is requested to waive the proposed parking fees from Saturday, December 3, 2022 through Sunday, January 1, 2023 between the hours of 8:00 A.M. and 10:00 P.M..

COORDINATION
Staff will implement the free holiday parking period via the pay-by-space software system, and will notify the Pier and Boardwalk merchants to allow for promotional opportunities. Additionally, free parking information will be distributed on the City and Redondo Beach Pier websites. The City Attorney’s Office has approved the Resolution as to form.
FISCAL IMPACT
Parking revenue from the two Pier garages accrues to both the Harbor Tidelands and Harbor Uplands Funds. The foregone revenue from the holiday parking program is approximately $130,000; however, this program was anticipated as part of the FY 2022-23 adopted budget and as a result there is no additional fiscal impact to Harbor Funds. The free parking program is provided to incentivize visitation to the Pier and Boardwalk during the holidays. Any increase in visitation may lead to increased sales at Pier and Boardwalk businesses, which in turn could lead to additional percentage rent and sales taxes paid to the City as a partial offset.
