TITLE

AUTHORIZE THE PURCHASE AND INSTALLATION OF THREE REPLACEMENT STREET MONUMENT SIGNS FROM CONTINENTAL NEON AND PLASTIC SIGNS INC. FOR A COST OF $99,870

EXECUTIVE SUMMARY
Approval of the recommended action would authorize the soul source purchase and installation of three concrete city entry marker street monument signs that were hit and destroyed by motorists.

The signs are located at City entry points on Artesia Boulevard, Herondo Avenue and Camino Real.

Continental Neon and Plastic Signs, Inc. will provide and install the replacement signs for a cost of $99,870. Claims for restitution from the offending motorists have been filed for two of the three signs.

BACKGROUND
The City's street signage inventory includes a number of decorative concrete monument signs at City entry points. The monument signs at the following locations were hit and destroyed by motorists:
· Eastbound Artesia Boulevard at Aviation Boulevard
· Eastbound Herondo Avenue at Francisca Avenue
· Westbound Camino Real at Knob Hill Avenue
Replacement signs are available from Continental Neon and Plastic Signs, Inc. for a cost of $99,870 from the CIP Fund, including installation. The City is seeking reimbursement from two of the offending drivers. The third incident was a hit and run with no responsible party identified.

A sole source purchase is recommended as Continental Neon & Plastic Signs, Inc. provided the previous signs and has the molds, which enables them to produce replacement signs far cheaper than other vendors. The proposed expenditure exceeds $50,000 and requires City Council approval.

COORDINATION
Public Works coordinated this item with the Financial Services Department.

FISCAL IMPACT
The cost for the three proposed replacement street monument signs is $99,870, including installation.

Funding to cover the cost is available in CIP Project No. 10326 - City Monument Sign Replacement.

Restitution to offset the cost of two of the three signs is being sought from the offending motorists. As
