TITLE
APPROVE THE SECOND AMENDMENT TO THE AGREEMENT WITH BUREAU VERITAS NORTH
AMERICA, INC FOR BUILDING AND FIRE PLAN CHECK REVIEW SERVICES FOR THE SECOND
PHASE OF THE SOUTH BAY SOCIAL DISTRICT (GALLERIA RENOVATION) PROJECT FOR AN ADDITIONAL CONTRACT AMOUNT OF $280,086 AND A NEW NOT TO EXCEED TOTAL OF $335,086 FOR THE EXISTING AGREEMENT TERM
EXECUTIVE SUMMARY
On July 19, 2022, the City Council approved an agreement with Bureau Veritas to provide plan check review services for Phase 1 of the Galleria Renovation Project (i.e. South Bay Social District), the renovation of the existing mall building.
The South Bay Social District expects to submit drawings for Phase 2 of the project, the development of 300 residential units, in December. This contract amendment will allow Bureau Veritas to perform the building and fire plan check review services for Phase 2. The firm has performed well during the first Phase of the project and is critical in ensuring the City completes a thorough and expeditious review of the Phase 2 plans.
BACKGROUND
The Galleria, to be renamed the South Bay Social District, has entitlements for redevelopment of the property, including renovation of the existing mall, and the development of commercial, office space, hotel and residential units. Plans were submitted for plan check review for Phase 1 of the project earlier this year.
Based on the overall scope and complexity of the project, contracted plan check services were determined to provide the most expedient and efficient method of plan review. Accordingly, a request for cost quotes was issued to six (6) existing contracted plan check firms to assist the City with the project’s plan check. Bureau Veritas was selected to perform the services based on their qualifications and overall cost, and an agreement was approved by City Council on July 19, 2022 for Phase 1 review. Plan check work commenced shortly thereafter and is nearing completion.
South Bay Social District intends to submit Phase 2 plans, which includes construction of 300 new residential units, for review in December. As mentioned above, Bureau Veritas has performed well and is recommended to continue the services needed for Phase 2.

COORDINATION
The contract amendment has been prepared by the City Attorney’s Office.
FISCAL IMPACT
Funding for the plan check review is included as part of the adopted operating budget for the Community Development Department. Revenues from Building and Fire plan check fees paid by the applicant offset all costs for the contracted plan check review services.
