TITLE
ADOPT BY TITLE ONLY RESOLUTION NO CC-2211-087, A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF REDONDO BEACH, CALIFORNIA, APPROVING THE WAIVER OF PARKING
METER FEES FOR THE AREAS OF THE RIVIERA VILLAGE, SOUTH CATALINA AVENUE AND PEARL STREET FOR THE 2022 HOLIDAY SEASON FROM DECEMBER 3, 2022 THROUGH DECEMBER 31, 2022
EXECUTIVE SUMMARY
Approval of the recommended action would waive the parking meter fees in Riviera Village and along South Catalina Avenue and Pearl Street from December 3, 2022 through December 31, 2022. The holiday fee waivers promote goodwill and encourage both shopping and dining in the area. The inactivity of the parking meters will cause a loss in parking revenue as well a loss in the meter connectivity fee.
BACKGROUND
Since 2007, the City has authorized the annual waiver of parking meter fees in the aforementioned locations in an effort to promote holiday goodwill and encourage people to visit, dine and shop in the area throughout the holiday season. There are 553 parking meters in the affected areas of which fifty -one parking meters are out of service due to the current dining deck usage in Riviera Village. The remaining 502 parking meters will be rendered inactive during this holiday waiver period. Sixteen parking meters will be rendered inactive in the area of Catalina Avenue and Pearl Street. The anticipated loss of revenue derived from the parking meter fee waivers is approximately $125,000 in addition to the smart meter connectivity fees of $3,900 for the proposed time period.
Traditionally, the parking meter heads were covered with plastic bags which displayed a holiday message for the duration of the parking fee waiver. Recently, the City of Redondo Beach replaced the parking meters on Catalina Avenue with different smart meters. The shape of the new parking meter heads will not allow for them to be covered with a similar holiday style bag. Instead, these new parking meters allow for a digital holiday message to be displayed on the face portion of the meter.
The digital message also provides a much more environmentally friendly option versus the use of plastic bags. The digital message will incorporate a holiday greeting for the duration of the fee waiver period along with a notice that vehicles are not allowed to park in excess of four hours in any spot.

Development Department to prepare the Resolution and report. The Riviera Village Business Improvement District was also consulted on the item and supports the parking fee waiver recommendation and the proposed dates.
FISCAL IMPACT
Parking meter revenue from the affected parking spaces accrues to the City’s General Fund. The total anticipated parking meter revenue loss for the twenty-nine days the meter fees would be waived, and the associated smart meter connectivity fees, is approximately $128,900. The revenue loss due to the holiday waiver program was anticipated as part of the adopted budget and is built into the Department’s annual revenue projections. The free parking program is provided to incentivize visitation to the Riviera Village during the holidays. Any increase in visitation may lead to increased sales at businesses, which in turn could lead to additional sales tax paid to the City of Redondo Beach.
