To: MAYOR AND CITY COUNCIL
From: DIANE STRICKFADEN, DIRECTOR OF HUMAN RESOURCES
TITLE
ADOPT BY TITLE ONLY RESOLUTION NO. CC-2211-091, A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA AMENDING THE SALARY RANGE
FOR THE FINANCE DIRECTOR POSITION
EXECUTIVE SUMMARY
During calendar year 2021, the City’s Finance Director position became vacant due to the retirement of the longstanding and tenured Director. In 2021, the City initiated a recruitment to fill the position which attracted few applications and only resulted in two finalists. The position recently became vacant again. In recognition of the tight labor market and the position’s complexity and critical role in the organization, it is clear that a higher salary range is necessary to attract competitive and qualified candidates. Recommended is a ten percent increase to the position’s salary range.
BACKGROUND
The Finance Director position became vacant in 2021 after the retirement of the longstanding Director. The recruitment for the retired Director’s replacement attracted very few qualified applicants, even though the opening was widely and publicly advertised. Recent recruitments for other positions in the Financial Services Department have also provided limited candidate pools and it has become clear that a higher salary range will be needed to attract a wider range of qualified prospective Department Director candidates. As such, staff is proposing a revised salary range that matches the range of the existing Community Development Director and Information Technology Director positions. Both of those positions had their ranges increased in previous years for recruitment and retention purposes.
Attached for City Council review is a resolution modifying the salary range for the Finance Director position by increasing it from $9,315 - $13,174 per month to $10,246 - $14,492 per month, effective January 1, 2023. This equates to an increase of 10% at the top of the range. No budget modification is required at this time. The new range will be incorporated in the Management and Confidential Pay Plan as part of the next regular update.
COORDINATION
The Human Resources Department and the City Attorney’s Office coordinated the development of the proposed Resolution. The position will remain in the executive group of the Management and Confidential Pay and Benefits Plan.
H.13., File # 22-5077 Meeting Date: 11/1/2022
FISCAL IMPACT
The position is currently included in the Financial Services Department annual operating budget.
Increasing the top end of the position’s salary range to $14,492 per month will have a future cost of $15,816 per year. The additional annual expense will be included in future year budgets, as the new Director, once hired, moves through the salary range.
