PROGRAM GRANT FUNDS
EXECUTIVE SUMMARY
On April 19, 2022, the City Council approved the State Homeland Security Program (SHSP) 2020 grant agreement. The $337,928 in grant funding for Redondo Beach and other regional participating agencies is for the purchase of authorized Police Department equipment. In compliance with the grant requirements and after receiving the results of a City of Redondo Beach issued request for proposal (RFP), the Police Department is requesting approval to purchase a mobile surveillance Sky Tower from Atlantic Diving Supply, Inc. (ADS) at a cost of $253,202.10. This specific item is one of the authorized and approved equipment items listed for purchase by the Police Department using the 2020 SHSP grant funding.
BACKGROUND
The approved 2020 State Homeland Security grant is a regional grant which includes Gardena, Palos Verdes Estates, Hermosa Beach, Manhattan Beach and Redondo Beach. The Police Department secured grant funding to increase the participating agencies surveillance capabilities. The item that was approved through the California Office of Emergency Services, in cooperation with Los Angeles County, is a mobile surveillance Sky Tower which provides the capability to increase live video feeds during events and critical incidents, respond faster to calls for service, gather intelligence, increase protection for large crowds, monitor events, and provide a strategic perspective for Police Department personnel and a physical presence that helps deter criminal activity.
The Sky Tower is a towable cabin providing a high-level 360-degree observation platform with the ability to rise over two stories. The Sky Tower is equipped with multiple thermal and visible surveillance cameras, recording system, radios, public address system and roof-mounted flood lights.
The tower cabin has space for two operators or can be deployed unmanned as the system has wireless connectivity allowing personnel to remotely monitor the affixed cameras. The Sky Tower cabin is climate controlled and can withstand up to sixty mph winds. The Sky Tower operates using a fail-safe hydraulic system with electric and manual ascent and descent controls. The tower is powered by electric generator or shore power options. The tower is on a dual axle trailer for towing capabilities.

The Police Department coordinated with the Finance Department to issue an RFP #2122-025 for the new equipment. ADS submitted the only proposal. The submitted quote from ADS is for $253,202.10. The Police Department has researched, identified, and included the equipment options that will best meet the regional agency needs and prolong the useable life of the equipment. The Police Department requests approval to purchase the Sky Tower in an amount of $253,202.10 using the designated and previously approved 2020 SHSP grant funds. The Department intends to complete the procurement no later than February 2023, in advance of the end of the established grant performance period.
Upon approval, the Police Department will return to City Council to approve the purchase of a suitable towing vehicle using additional appropriated grant funding and a Memorandum of Understanding (MOU) with all participating regional police agencies governing the use and deployment of the Sky Tower and related equipment.
