EXECUTIVE SUMMARY
On April 12, 2022, City Council approved an update to Section V of the Rules of Conduct - “Public Participation - Rules Pertaining to All Public Testimony” - permitting the reading of eComments into public record during City Council Meetings. City Council requested staff prepare an item to discuss the City Council Rules of Conduct and to consider amending the rules to no longer read eComments out loud during meetings.
