I ask that the city council issue a public condemnation of the racist flyers that were posted in North Redondo for the second year in a row. Anti-Black and white-supremacist ideology has no place in Redondo Beach. The city council must stand up to this and make it clear that we reject racism and hate in all its forms. Silence is actively harmful. Do not leave hate unchecked or this behavior will continue.
I support the bike lane project on Flagler Lane, which will provide needed connectivity between North and South Redondo as well as Redondo Beach and Torrance. It will also improve safety for pedestrians and cyclists with lighting and wayfinding. If folks are concerned about the lane being used for construction and utility vehicles for the BCHD redevelopment, we can advocate to BCHD/Metro/Caltrans to add concrete or steel bollards at both ends of the dedicated portion of the lane so that heavy vehicles cannot pass through (this would also improve safety for people walking and biking).

Torrance City staff wrote a condemnation of BCHDs tactics in its attempted bike lane from Beryl to Diamond using Flagler. There are so many unanswered questions about ownership and liability having a wholly transportation incompetent and inexperienced 3rd party like BCHD operate in 2 different Cities and request easements and or rights of way. There is NO REASON that BCHD should be allowed to construct or gain access that it can abuse for its proposed 107.5 foot tall, 300,000 sqft private development by PMB (height & size from Pre-CUP filing by BCHD). The bike lane project will NOT be on any BCHD property. Therefore, it needs to be parsed to Redondo and Torrance for any operationalization in their cities. To be clear, it appears that BCHD has flushed hundreds of thousand of taxpayer funds down the toilet already on this bike lane project.

I’m sorry I can’t join you tonight. Tonight I’ll be with with various residents in our neighboring beach cities who have been working hard to defeat the same cannabis policies that Redondo overwhelmingly defeated. I’m hopeful that the example Redondo set in defeating Elliot Lewis, Damian Martin, Barry Walker, Adam Spiker and those that supported them will be repeated multiple times once again tonight. I want to thank this city council, staff, and my community once again for all the continued support in this process, and wish to express my strong support for this item to be placed on the March ballot. Thank you all for the considerable time we’ve collectively continue to put into the effort of regulation cannabis locally and responsibly.

Thank you for moving forward with the charter amendment process. It is very important to thoughtfully consider changes that will improve the quality of our city government.
I think ranked choice voting may be a very good improvement in our election process.

I support the Walker recommendations. Parking on the public street is a privilege, not a right. If it is crowded, then we are not pricing it correctly. Price it higher, so that people will clean up their garages (or rent a storage unit) and park in their garages rather than privatize the street to store their cars.
RB has anomalously high residential parking minimums of over 2 off-street parking spaces for each home, regardless of size. Yet, we cannot fit our cars in our garages. Garage cleanup days are much cheaper than multilevel concrete garages. We should also charge more for each additional car per household parked on the street. I keep seeing neighbors buy additional cars and just keep their old one, parking on the streets. It costs them too little to clutter up our city streets. This will be an increasing problem as people buy EVs can keep their ICE cars for longer-range trips.
Cement/concrete has such a huge carbon footprint, we should do everything we can to avoid such large uses of new concrete. It would also increase the heat island effect in our city. Let's not build more concrete parking structures than we need.
People , not cars, spend money at businesses. Cars, and the parking they require, just cost money from businesses and the public. During Covid, we saw the economic value of providing bicycle parking. RV had high sales tax receipts despite outdoor dining in former parking spaces. The customers found a way--by bike. Let's build on that with protected bike lanes and more bike parking.
Service workers that keep our restaurants and bars open currently need to drive. Pubic transit doesn't exist when they get off work. Until we build housing for hospitality-industry wages in our city, we need to be careful not to push them over the economic edge or to push them to quit and work in some other town. Thus, we should charge businesses for employee parking permits, not workers.

Thank you for considering improvements to parking in Riviera Village. This study looks like a good beginning to a difficult process.

Jill Klausen, Redondo Beach resident since 1994. I'd have tried to come in person tonight but for the fact that my car is in the shop without a working clutch and there are flash flood warnings, so I appreciate the opportunity to have my comments read into the record.
I read through as much as I could of the report submitted by Walker Consultants and would like to call on you to resist the urge to follow some of their recommendations, including but not limited to: removing trees from the parking triangle, doubling parking fees for employees of businesses in the village, and charging homeowners in surrounding neighborhoods for parking in their driveway skirts, which benefits the village businesses by freeing up more street parking. If you want higher parking fees from businesses whose employees take up spaces that could otherwise be used by visitors, charge the businesses themselves, who are far better able to absorb the cost than the typical barista, waiter, or retail worker, and are the direct financial beneficiaries of said visitors. The potential impact of foisting more of the cost of doing business on the working class could devastate employment in our community, and nobody wants to see that happen. Thank you.

This is an insightful study. Parking reform is an incredibly effective way to create more walkability and reduce car dependence, which would be wonderful for the Riviera Village (as well as Artesia Blvd and other districts in Redondo). I support the recommendations to increase the cost of the employee/merchant permit and the annual meter permit to be on par with similar cities. Creating stacked parking in the Triangle Lot and unlocking private parking for employee/merchant parking would also be helpful to free up spaces for meter parking in the Triangle Lot. There is enough parking, it’s just a matter of allocating spaces properly.
Building a multi-level parking structure at the Triangle Lot will run counter to our climate goals, considering the embodied carbon of concrete structures and the induced demand and resulting VMT. I am glad this report recognizes that. If the Triangle Lot is to be repaved and reconfigured as a surface lot, consider permeable pavement options to infiltrate rainwater, with bioswales and street trees for urban greening.
In addition to supporting the recommendations in the study, I highly encourage the city to look into the following:
secure bike lockers for employees/merchants/visitors, and expanding the residential parking permit program into a Parking Benefit District with enforcement to reduce competition for street parking spaces and generate greater meter revenue. Parking reform in Redondo will unlock our city’s potential.

eComments are the only way that those of us who work in the evenings (whether paid or family work) can have our voices heard at city council. It would be anti-democratic to silence service workers and family caretakers. The character limit of eComments already controls the amount of time needed to read them into the public record.
Do not discriminate against caretakers, mostly women, from participating in our city. This would be a really bad look, given how much scrutiny our city has garnered from regional and national media. Keep our voices heard! Barbara Epstein

I would like to see eComments continue to be read during the meetings, providing participants observe constructive, respectful, civil speech at all times. A Code of Conduct will be necessary for our public meetings.

We have an unknown level of confidence that comments are actually digested (or even available to) by the Council unless they are read to them. As a result, written comments are good for the potential litigation record, but only those relatively short comments that are heard by the members are assured to have been communicated. Despite all the rhetoric over raised "salaries" I realize this is a volunteer gig for councilmembers and that having every meeting go until 2AM is not reasonable - so there must be tradeoffs. Perhaps they could be boiled down and summarized by staff into a single 2 minute synopsis that is read? Jill Klausen

Jill Klausen, Redondo Beach resident and homeowner since 1994. I am opposed to modifying the rules to no longer read e-comments into the public record during council meetings, as this move would potentially negatively impact those with disabilities who are unable to attend in person, and it excludes people without access to Zoom to be able to record a message into the record. Effectively silencing people's voices by eliminating options for participation feels wrong to me. Thank you.

I support the city creating a comprehensive code of conduct for all city meetings and civic behaviors.
Many public spaces and institutions have them.
Our city deserves a thoughtful, comprehensive code of conduct in the interest of making our city an excellent place of governance.
I would like to meet with the city on this, if possible. I have been researching resources.
