TITLE

APPROVE THE TEMPORARY STREET CLOSURE OF AVENUE H AT DORIS WAY FROM NOVEMBER 25, 2022 THROUGH JANUARY 1, 2023 TO ADDRESS TRAFFIC CONCERNS

ASSOCIATED WITH THE ANNUAL HOLIDAY LIGHTS DISPLAY IN THE ADJACENT

NEIGHBORHOOD IN THE CITY OF TORRANCE

EXECUTIVE SUMMARY
In keeping with annual practice during the holiday period, staff is recommending Avenue H be closed to through traffic at Doris Way, which demarks the City boundary between Redondo Beach and Torrance, from Friday, November 25, 2022, to Sunday, January 1, 2023. The times of the proposed street closure are from 5:00 PM to 10:00 PM daily. The neighborhood will be appropriately posted to indicate that Avenue H is temporarily closed to through traffic.

BACKGROUND
This street closure was initiated in 1993 by a petition from homeowners along Avenue H, Massena Avenue, and Circle Drive requesting that the City explore ways to alleviate the traffic congestion problems experienced due to the Seaside Rancho neighborhood’s holiday season light display. Subsequently, representatives from the Cities of Torrance and Redondo Beach met and determined that temporary barricades installed by the City of Redondo Beach would resolve the issue.

COORDINATION
The Public Works Department will assign personnel to post signs and install and remove the barrier daily during this fiveweek period. Public Works Maintenance employees perform this task since they work evenings, seven days per week.

FISCAL IMPACT
The total cost for this task is included in the Public Works Department’s portion of the adopted FY 2022-23 annual budget and is part of the Department’s annual work program. The placement of signs and street closure barricades occurs during normal Department work hours. All signs and barricades are reused from year to year.
