TITLE
ADOPT BY TITLE ONLY RESOLUTION NO. CC-2211-101, A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA AMENDING THE PART-TIME
EMPLOYMENT POLICY AND PAY PLAN, BY INCORPORATING STATE MANDATED INCREASES TO MINIMUM WAGE, EFFECTIVE JANUARY 1, 2023 FOR EXISTING PART-TIME POSITION PAY
RATES IN VARIOUS DEPARTMENTS
EXECUTIVE SUMMARY
In April 2016, the State of California adopted Senate Bill No. 3 (SB 3) to increase California’s minimum wage incrementally each year, starting in January 1, 2017. Annual increases to the minimum wage occurred through January 1, 2022 where it reached $15.00 per hour. A provision in that Bill allowed the minimum wage to increase up to an additional 3.5% with any increase to inflation over 7%. As a result, the State of California has adjusted the minimum wage to $15.50 per hour beginning January 1, 2023.
The federal minimum wage is currently $7.25/hour, but since California’s minimum wage is higher, it prevails and applies to all City employees.
BACKGROUND
On July 27, 2022, the State of California Department of Industrial Relations certified that based on the annual inflation rate from July 1, 2021 through June 30, 2022, the State’s hourly minimum wage must be increased to $15.50 an hour. This increase will take effect on January 1, 2023.
The change in minimum wage affects the salary ranges for the City’s part-time employees as follows:

Adoption of the attached resolution will increase the bottom of the range for each classification currently below the $15.50 minimum. It should be noted that many part-time classifications no longer have pay ranges due to recent increases in minimum wage. Statewide wage compression has affected the City’s competitive position in the part-time labor market. As entry level pay for employment opportunities in other industries grows the interest in City part-time positions, which used to offer wages much higher than minimum wage, declines.
COORDINATION
The Human Resources Department and the City Attorney’s Office coordinated the development of the proposed Resolution.
FISCAL IMPACT
Part time salaries are included in each Department’s annual operating budget. Given the timing of the State’s announcement/calculation of the minimum wage change, the cost of the wage increase was not included in the City’s Fiscal Year 2022-23 Budget. Increasing the minimum wage to $15.50 per hour will affect roughly 100 employees. The 3.5% increase in pay for those positions is anticipated to cost approximately $20,000 this Fiscal Year. An adjustment to the Budget will be recommended at Midyear to cover this cost, if needed, and will be incorporated in future Department budgets.
