APPROVE PLANS AND SPECIFICATIONS FOR THE PORTOFINO WAY SEWER PUMP STATION PROJECT & YACHT CLUB WAY SEWER PUMP STATION PROJECT, JOB NO. 50210 & 50260

RESPECTIVELY, AND AUTHORIZE THE CITY CLERK TO ADVERTISE THE PROJECT FOR

COMPETITIVE BIDDING

EXECUTIVE SUMMARY
The planned Project will upgrade the deteriorating conditions of the City’s Portofino Way and Yacht Club Way Sanitary Sewer Pump Station facilities adjacent to King Harbor, within the coastal zone.

The Portofino Way Sewer Pump Station project will include the replacement of the existing sanitary pump station components, relocation of the wet and dry wells and centralizing the pump station components with a utility enclosure for ease of access and maintenance. The Yacht Club Way project will replace the existing deficient and damaged pump house, discharge & suction pipes, valves, wet and dry wells, controls, electronics and mechanical components within the existing footprint.

Both Portofino Way and Yacht Club stations are designed to meet all current safety and building codes for the protection and preservation of life and property and are considered an important part of maintaining the City's sanitary sewer system as recommended in the City's Sewer System Master Plan.

The Project's estimated total cost is $6,000,000, with the Portofino Pump Station portion estimated at $3,500,000 and the Yacht Club Pump Station estimated at $2,500,000. The project budget totals $7,561,697 and is funded through the Wastewater Enterprise Fund.

Plans and specifications for the Project have been prepared and are now ready to be advertised for competitive bids. The specifications allow one full calendar year to complete construction and project close-out.

BACKGROUND
To provide a statewide regulatory approach to address Sanitary Sewer Overflows, the State Water Resources Control Board adopted Statewide General Waste Discharge Requirements for Sanitary Sewer Systems, Water Quality Order No. 2006-0003 (Order), on May 2, 2006. The Order requires that the City develop and implement a Sanitary Sewer Master Plan (SSMP) that documents the City’s program to properly operate and maintain its sanitary sewer system, including pump stations. The SSMP covers various activities and programs addressing the system, including a System Evaluation

SSMP covers various activities and programs addressing the system, including a System Evaluation and Capacity Assurance Plan (SECAP). In October 2009, the City Council approved the SSMP and in December 2010, the City Council approved a major update to the SSMP including updates to the SECAP. In May 2015, the City Council approved an update to the City’s SSMP and SECAP which list the proposed projects as priorities.

The existing Portofino Way Pump Station is located in the parking lot immediately adjacent to the Seaside Lagoon on Portofino Way, west of North Harbor Drive. The current station needs immediate repair and replacement as there is no available emergency storage capacity, and it has reached the end of its useful life. Also, severe infiltration and corrosion were found in the dry well. The existing station is located east of the parking lot's vehicular entry. It will be replaced with a new station proposed directly west of the entrance within the Seaside Lagoon parking lot. The proposed utility enclosure is designed in a similar architectural style as the existing Seaside Lagoon building to ensure a consistent visual theme for the public buildings. The utility enclosure size and height were minimized to have the least impact on King Harbor views. In addition, the project will add native, drought-tolerant plants around the project for general beautification. Once the existing pump facilities are decommissioned, the above ground items will be removed, and the parking space will be restriped, resulting in zero parking loss.

The Portofino Pump Station project enclosure concepts were taken to the Harbor Commission on November 12, 2021, and the Commission approved a Categorical Exemption determination to fulfil California Environmental Quality Act (CEQA) requirements and to provide a local “approval in concept” required for the Coastal Development Permit Application. On December 13, 2021 the Harbor Commission approved a Conditional Use Permit for the Project.

The Yacht Club Way Pump Station is located at Yacht Club Way adjacent to the SEA Lab building, west of Harbor Drive. The existing pump station requires a complete rebuild based on the evaluation of the pump station’s age, serviceability condition along with safety and maintenance considerations.

This facility has also experienced severe infiltration and corrosion in the dry well. In addition, the existing pump station wet well capacity does not provide adequate storage capacity to allow for a 30- minute response time necessary for staff to mobilize at the station in order to implement corrective actions associated with an operational upset. The rebuild will correct serious areas of concern identified, greatly improve the reliability of continuous operations, and reduce the potential threat of Sanitary Sewer Overflows.

The Pump Station upgrades and replacement help meet regulatory compliance and achieve better practical operations with increased pumping capacity. Both Pump Stations are designed to be equipped with redundant back up pumps which are capable of operating at full capacity in case one of the pumps should fail. An emergency back-up generator is also included to keep the system operational in the event of a power outage. In the event of a Programmable Logic Controller failure, backup level switches will be hard wired to the pumps to allow them to operate independent of the computer. The station’s Supervisory Control and Data Acquisition (SCADA) controls will be integrated into the City’s existing wireless SCADA system. The new pump stations will meet all current safety and building codes to ensure the protection and preservation of life and property and the station will operate in the most efficient and safe manner. This project will also incorporate an art element at the site per the City’s Public Art Ordinance with 1% of the project budget to be coordinated for use with the City’s Public Art Commission.

The total project budget, funded through the Wastewater Enterprise Fund in the current Capital Page 2 of 4 H.6., File # 22-5143 Meeting Date: 12/6/2022
The total project budget, funded through the Wastewater Enterprise Fund in the current Capital Improvement Program, is $7,561,697. The engineer’s estimate for the Project is $6.0 million due to the fact that material and equipment prices have increased significantly in the past year due to extensive supply chain disruptions. Staff anticipates advertising the project in December 2022 and awarding the project in March of 2023. Plans and specifications for the Project have been prepared and are now ready to be advertised for competitive bids. The specifications allow one full calendar year to complete project construction and close-out. Project Plans and Specifications are available for review in the Plans and Specifications Review Area located behind the Engineering permit counter at City Hall.

ENVIRONMENTAL REVIEW AND DEWATERNING PERMITTING
The necessary environmental documentation process has been completed for the project to comply with CEQA. The review process resulted in the recommendation by City staff to determine that the proposed project will not have a significant effect on the environment and is Categorically Exempt from the preparation of environmental documents pursuant to Section 15300 through 15332 of the Guidelines to Implementation of CEQA. The necessary Notice-of-Exemption and other environmental documentation has been filed with the state clearing house and the Los Angeles County Clerk’s Office.

The Harbor Commission provided approval of the Categorical Exemption classification and approval in concept of the project on November 12, 2021. The Harbor Commission’s Design Review and Conditional Use Permit were issued in Resolution No 2021-12-HCR-02 on December 13, 2021.

Both Portofino Way and Yacht Club Way Pump Stations are located adjacent to King Harbor and will require dewatering during the construction process to be able to install the underground components such as wells and vaults. The pumped groundwater will be discharged into King Harbor and require discharge permits from the Los Angeles Regional Water Quality Control Board (LARWQCB). A construction site dewatering permit will need to be obtained by the City from the LARWQCB prior to construction. City staff is in the process of submitting the application for the required permit to the LARWQCB. During the construction phase, the contractor will utilize the City’s permit and will be required to provide a detailed plan for monitoring and analysis of the groundwater in accordance with the permit's provisions set forth by the LARWQCB.

COORDINATION
The scope of work identified in the contract will be coordinated through the Public Works Department and the Waterfront & Economic Development Department. Conceptual design of the Portofino enclosure has been developed with input from the Harbor Commission and the Fire, Public Works, Planning, Building & Safety and Waterfront & Economic Development Departments. Project construction will be coordinated with the Waterfront & Economic Development Department and in consideration of the special events that regularly occur within King Harbor.
