TITLE
ADOPT BY TITLE ONLY RESOLUTION NO. CC-2212-108, A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, AWARDING A CONTRACT TO ALL AMERICAN ASPHALT, A CALIFORNIA CORPORATION, IN THE AMOUNT OF $635,601 FOR CONSTRUCTION OF THE CITYWIDE SLURRY SEAL PROJECT, PHASE 3, JOB NO. 41140
EXECUTIVE SUMMARY
The Citywide Slurry Seal Project is included in the adopted Capital Improvement Program (CIP).
This project will apply slurry seal treatment to various City streets as identified in the most recent Pavement Management Report and per direction from the City Council, (see the attached location map).
Slurry seal provides a new “wear” surface to structurally sound asphalt and extends the lifespan of the existing street pavement. The project plans and specifications have been approved by the City Council and advertised for competitive bidding. Based on the bid results, it is staff’s recommendation to adopt a resolution to award the project to All American Asphalt in the amount of $635,601.10. The award amount is within the approved project budget. Construction of the project is expected to begin in Winter 2023 and to be completed in forty-five (45) working days.
BACKGROUND
On October 4, 2022, the City Council approved the project plans and specifications and authorized the City Clerk to advertise the project for competitive bids. The project was advertised on October 13, 2022, and four (4) bids were received and publicly opened on November 10, 2022 (see attached).
After reviewing the bids, All American Asphalt, with a bid of $635,601 was found to be the lowest responsible bidder.
Staff reviewed the bids, checked references, and verified qualifications of the apparent lowest bidder, All American Asphalt. All submitted licenses are active and valid, and the company provided strong references. As such, City staff has determined All American Asphalt to be the responsible bidder with the lowest responsive bid.
COORDINATION
The project was coordinated between the Public Works Engineering and Maintenance Divisions. The City Attorney’s Office approved the Resolution as to form.
