APPROVE THE FIRST AMENDMENT TO THE AGREEMENT WITH CAM PROPERTY SERVICES,

INC, FOR TRANSIT CENTER PROPERTY MANAGEMENT AND MAINTENANCE SERVICES FOR AN ADDITIONAL AMOUNT OF $35,455.85 PAID FOR BY TRANSPORTATION RESTRICTED FUNDS

EXECUTIVE SUMMARY
The Redondo Beach Transit Center (RBTC) construction project located at 1521 Kingsdale Avenue was planned to be completed in early 2022. However, the project remains in progress due to supply chain issues and other related construction delays. The City Council approved the Agreement with American Guard Services, Inc. (AGS), to provide Transit Center Security Services on December 21, 2021, and approved the Agreement with Common Area Maintenance Services, DBA CAM Property Services, Inc. (CAM) to provide property management and maintenance services on March 1, 2022.

The multi-year terms of the agreements do not begin until the transit center is open. The service contractors based their original contract not to exceed amounts on employee wages and benefits commensurate with the beginning of the 2022 year. Since there has been a one-year delay of the opening of the RBTC, the contractors have requested an increase to the contract amounts to accommodate contemporary employee wage levels. The contracts are funded with dedicated transportation restricted funding and receive no support from the General Fund.

BACKGROUND
The construction of the RBTC is nearing completion, however, during the past year, delays have impacted the implementation for contractors’ services. The location of the RBTC requires security services to ensure the safety and security of transit operators and property, and as well as property management and maintenance services.

The security contractor will provide on-site staffing to perform non-armed security services to ensure the safety of passengers, vehicles and facilities on the property. Security personnel will also serve as transit ambassadors to assist patrons as they navigate the transit center property. AGS will provide daily security coverage using between 6:00 A.M. and 12:30 A.M. CAM, the property management contractor, will ensure the transit center facility and parking areas are properly maintained and clean

contractor, will ensure the transit center facility and parking areas are properly maintained and clean daily during the day and evening.

The increases to the Agreements will support AGS’ and CAM’s need for retaining personnel to mitigate the challenges of worker shortages and talent retention while meeting the demand of competitive salaries. Since the COVID-19 pandemic, many contractors and companies are faced with challenges of staff shortages, recruitment and talent retention in the workforce.

Transit services will operate seven days a week, with Metro routes leaving and arriving between 5:00 A.M. and 12:30 A.M. Beach Cities Transit, Torrance Transit, GTrans, and the Lawndale Beat operate daily services between 6:00 A.M. and 9:00 P.M.

COORDINATION
The Community Services Department worked with the City Attorney’s Office to prepare the First Amendments to the Agreements. The Amendments have been approved as to form by the City Attorney’s Office.

FISCAL IMPACT
The City transportation programs and services are funded by dedicated transportation funding under the Municipal Transit Operator Formula Allocation Procedure (FAP) and Local Return Transportation Proposition A funds. The Transit Fund annual budget includes funding for contracted services for the new location. Due to the delay in service operation, no increase to the FY 2022-23 budget is necessary. Expenses for the remaining years of the Agreements will be included in future Transit Fund Budgets. Transit programs receive no support from the General Fund.

APPROVED BY:

Mike Witzansky, City Manager
