TITLE
APPROVE THE FIRST AMENDMENT TO THE CONSULTING SERVICES AGREEMENT WITH
DAVID TURCH & ASSOCIATES FOR FEDERAL LEGISLATIVE ADVOCACY SERVICES FOR AN AMOUNT NOT TO EXCEED $25,000 FOR THE TERM JANUARY 1, 2023 TO DECEMBER 31, 2023
WITH AN OPTION TO RENEW FOR TWO ADDITIONAL YEARS
EXECUTIVE SUMMARY
The current agreement with David Turch, dba David Turch & Associates (DAA), for Federal legislative advocacy services expires on December 31, 2022. DAA continues to serve the City well in this capacity. It is recommended that the City Council amend the agreement to extend DAA’s services through 2023 and provide a mechanism to renew the contract for two additional years. The annual cost of the agreement is unchanged.
BACKGROUND
For the past two decades the City has contracted with consultants to represent the City on State and Federal legislative matters. David Turch & Associates, has provided these services for the City since 2008.
In 2020, given the City’s financial challenges and the reduction in Federal legislative activities impacting the City, David Turch & Associates agreed to lower the annual contract amount from $88,000 to $25,000. Despite the contract reduction, DAA has remained helpful to the City and has been focused recently on the identification of Federal grant opportunities.
COORDINATION
This amendment has been reviewed and approved as to form by the City Attorney’s Office.
FISCAL IMPACT
The Fiscal Year 2022-23 Budget includes $25,000 of funding for the agreement with DAA.
