As a Councilmember in your neighboring city of Torrance, I know how important efforts to protect your City's right to manage it's own land-use and zoning policies are. And Sacramento has been taking away this ability via many bills which have passed over the past several years. And the largest advocacy group for Cities, Cal Cities (formerly the League of CA Cities) should be following their own mission statement claiming to advocate strongly to protect 'local control'. I've worked with Cal Cities leadership over the past 2+ years in an effort to get them to take stronger positions against state bills we oppose, and the results have been dismal at best. So after the fiasco at the Cal Cities Conference in Long Beach this past September (documented in our Staff Report which is a part of your agenda item), I and many others decided it is time to make a statement against Cal Cities failures to advocate to protect us.

So, our City Council made a decision on October 11th, which ended up being unanimous (7-0), to not renew our Cal Cities membership beginning in January 2023, saving the City approximately $35,000 annually! We made this decision realizing that we could still attend most Cal Cities (and NLC) activities as non-members, with a small upcharge over member rates. We also felt comfortable with our decision knowing that if for any reason we felt we made a mistake, our decision is not a permanent decision, and we could rejoin Cal Cities at anytime. For us, it is a win-win-win decision. Save some taxpayer money, continue to attend Cal Cities events (as non-members), and most importantly, send the Cal Cities Board a statement that they should uphold their own mission statement to advocate for and protect local control for Cities.

Please feel free to watch the video highlights of our Council Meeting of October 11th for the agenda item where we made the 7-0 decision to withdraw from CalCities at https://youtu.be/hrUF_147uz0.

Thank you for the opportunity to share my comments on this item.
