INTRODUCE BY TITLE ONLY ORDINANCE NO. 3249-23, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, AMENDING SECTION 2-9.704(b) OF ARTICLE 7, CHAPTER 9, TITLE 2 OF THE REDONDO BEACH MUNICIPAL CODE REGARDING THE QUALIFICATIONS FOR APPOINTMENT TO THE HARBOR COMMISSION. FOR
INTRODUCTION AND FIRST READING
EXECUTIVE SUMMARY
Introduce an ordinance amending Section 2-9.704(b) of Article 7, Chapter 9, Title 2 regarding the qualifications for appointment to the Harbor Commission.
BACKGROUND
Appointments to the Harbor Commission must be in accordance with 15 different criteria of qualification to serve as a Harbor Commissioner. One of those criteria is contained in subparagraph (b) of Section 2-9.704 of the Redondo Beach Municipal Code. It states that “(o)ne member shall be selected from a list of not less than five (5) names to be submitted by the harbor and pier lessees, such list to be approved by a majority of the harbor and pier lessees.” In the past this list was compiled and provided by the President of the Redondo Beach Harbor and Pier Lessees Association Joann Turk (see attached email and letter from Ms. Turk). However, with the passing of Ms. Turk in 2019 the Redondo Beach Harbor and Pier Lessees Association became inactive and is listed as terminated by the Secretary of State.
This proposed amendment would designate the King Harbor Lessees’ Association in consultation with the Redondo Pier Association to submit five (5) names for consideration no less than 30 days prior to the close of the application period for Commissioners. Both organizations are currently active and in good standing with the Secretary of State.
In at least one instance in the past, the Redondo Beach Harbor and Pier Lessees Association only submitted one name for consideration. This amendment provides that in the event that less than five names are submitted or less than five names qualify for the appointment as determined by the City Clerk, the appointment becomes an at-large appointment.
