TITLE

APPROVE A THREE-YEAR AGREEMENT WITH SCHWALM GENERATION TO PROVIDE MAINTENANCE SERVICES FOR EMERGENCY GENERATORS AT 21 CITY FACILITIES FOR A TOTAL COST NOT TO EXCEED $62,528

EXECUTIVE SUMMARY
Approval of this item would award a three-year agreement to Schwalm Generation to provide maintenance services for 21 emergency generators at facilities throughout the City. A competitive request for proposals (RFP) process was conducted in December, soliciting proposals from qualified generator maintenance and repair firms. The proposal offered by Schwalm Generation presents the best combination of experience, references and pricing and is therefore recommended for approval.

The total cost of the Agreement for a three-year period would not exceed $62,528, including a 10% contingency. This cost is approximately 7% greater than the cost of the previous agreement.

BACKGROUND
The City’s five-year agreement with Schwalm Generation to provide maintenance services for 21 emergency generators at City facilities has expired. On December 6, 2022, the Financial Services Department, on behalf of the Public Works Department, solicited proposals for a new agreement.

Responses to RFP Number 2223-006 were as follows:

Schwalm Generation $62,528
Duthie Power Services $96,607
Affordable Generator Services $107,113
Global Power Group $118,470
These figures represent not to exceed amounts for a three-year agreement based on proposed pricing for annual generator servicing, hourly pricing for special call-out services, a markup percentage for parts, projected volumes of special services that will be required and a 10% contingency.

The generators covered under this Agreement provide a backup power source for essential service facilities, including sewer pump stations, City Hall, the Police Station and both Fire Stations.

The Public Works Department has reviewed the proposals and determined that Schwalm Generation’s proposal presents the best combination of experience, qualifications, references and pricing for the desired services. The company has extensive experience providing the desired

pricing for the desired services. The company has extensive experience providing the desired services and has provided the City with reliable, high quality services for the last five years.
