EXECUTIVE SUMMARY
The Police Department recommends the continued use of Unmanned Aerial Support (UAS) services provided by Flying Lion. The first amendment to the existing agreement with Flying Lion established the total not to exceed amount of the contract at $105,080 for a single year. The second amendment extended the agreement an additional year, for a total contractor compensation of $210,160.
Approval of the third amendment will extend the term through February 11, 2024, provide for two one -year auto renewal periods, and increase the total not to exceed amount of the agreement to $643,760 to cover the full potential term. The annual cost of the services remains unchanged at $105,080. The UAS program has significantly enhanced safety in the community and successfully reduced police officer risk of injury.
BACKGROUND
The Redondo Beach Police Department began using UAS’s for law enforcement purposes in April of 2017. In April 2019, an agreement with Flying Lion Inc. was approved by the City Council. The agreement was for two years and began expanding into new areas of service, including the Drone First Responder Program, where drones respond to calls for service increasing safety and reducing response times. Flying Lion, Inc. has been an effective partner for the Police Department in enhancing the safety of, and reducing risk of injury for, our employees and enhancing the Police Department's ability to monitor large scale special events.
In March 2021, the first amendment to the Agreement was approved by City Council extending the term of the agreement through February 2022, with a not to exceed amount of $105,080 per year. A clause in the term of the first amendment provides for automatic renewal for one additional twelvemonth period, unless terminated prior. The total not to exceed amount in the approved first

month period, unless terminated prior. The total not to exceed amount in the approved first amendment only accounted for a single year and did not include the additional twelve-month term as provided for in the automatic renewal clause. The second amendment provided funding for an additional twelve-month period through February 11, 2023.
The Third Amendment provides for the same menu style of service options. The City of Hermosa Beach is currently a partner with the City’s UAS program and has contributed funding for current year operations. Future Year contributions are in discussion. Police Department trained employees or volunteers will continue to provide UAS services for nearly thirty hours per week during the remainder of the term agreement, and up to forty hours per week with participation, funding and staffing from the City of Hermosa Beach if provided. Specific funding for the City’s cost of these services was approved in the FY 2022-23 Police Department Budget via Decision Package #24.
COORDINATION
The Police Department coordinated with the City Attorney’s Office and Financial Services Department on the preparation of the contract amendment.
FISCAL IMPACT
There is no additional fiscal impact for the Agreement as funding for the services was approved as part of the FY 2022-23 operating budget. The cost of the BCHD License agreement is included in the Flying Lion Inc., agreement.
